Description

The company supplies 1.1 billion gallons of high-quality drinking water a day and manages wastewater and storm water, while working to cut air, noise and hazardous materials pollution. It has nearly 600 employees and runs the largest combined municipal water and wastewater utility in the US.

Its water supply draws on 19 reservoirs and 3 controlled lakes across a watershed of 2,000 square miles that reaches 125 miles north and west of the city.

The role sits in the Bureau of Water and Sewer Operations. The bureau runs, maintains and protects the city's drinking water distribution and wastewater collection systems, nearby waterways and wetlands, and the capital water and sewer infrastructure program. It approves and inspects connections made by licensed plumbers and authorized contractors, and oversees approval and inspection of public and private construction that affects city water or sewer systems.

The company is hiring a civil engineer to supervise staff in the Site Connection Unit. The unit reviews house and site connection proposals, dewatering permit applications and swimming pool permit applications, and audits proposals that were self-certified. You will work on hydraulic design, helping shape projects during the design phase, and coordinate with professional engineers, developers and other city and state agencies to resolve engineering issues under the company's rules.

Responsibilities

  • Supervise staff who review site and house connection proposals filed by professional engineers and registered architects.
  • Run hydraulic calculations to size the sewer connection to the city sewer and check that the proposed release rate meets the Unified Storm Water Rule and zoning.
  • Check surveys and supporting documents against the company's rules, regulations, standards and specifications.
  • Research sewer records and drainage plans so each connection proposal is accurate before it is certified.
  • Supervise staff auditing self-certified house and site connection proposals, and check their findings against the company's rules, regulations, standards and specifications.
  • Review site master plans for each construction phase to set the storm release rate for that site.
  • Research sites using city tools such as zoning maps, tax maps and ArcGIS.
  • Apply water resource principles to find maximum sewer pipe capacity, allowable flow rates and site options that hold storm water on site or release it at a flow the company accepts.
  • Meet with professional engineers to agree the best solution for their project, within the bureau's requirements and any strict approval conditions.

Requirements

  • 4 years of full-time, satisfactory civil engineering experience.
  • A valid New York State Professional Engineer license, kept current for the whole of your employment.
  • A master's degree in civil engineering from an accredited college or university can replace 1 year of the civil engineering experience above. Accreditation must come from a body recognized by the US Secretary of Education and the Council for Higher Education Accreditation (CHEA).
  • For Assignment Levels II and III, you need at least 1 year within the last 3 years as a major contributor or project leader on a complex project that required specific expertise to design or build it.

Conditions

You must be a permanent civil engineer in civil service, or file for and pass the upcoming civil engineer exam (exam no. 7020), which is open for filing from 12/2/2026 to 12/22/2026.

Title: Civil Engineer, code 20215.
