Description

The city's environmental agency protects public health by supplying 1.1 billion gallons of high-quality drinking water, handling wastewater and storm water, and cutting air, noise, and hazardous materials pollution. It is the largest combined municipal water and wastewater utility in the country and employs nearly 6,000 people.

Its water supply runs through 19 reservoirs and 3 controlled lakes across a 2,000 square mile watershed reaching 125 miles north and west of the city.

The Bureau of Engineering Design and Construction manages capital projects worth $35B now, with another $13.6B planned over the next 10-year commitment plan. Work moves from project initiation through preliminary design, design, procurement, and construction, then hands over to operations.

This role sits in the Civil Section of the In-House Design directorate, based at the headquarters in Queens, New York. The section designs sustainable site and civil infrastructure for water supply, sewer, and wastewater treatment projects, working alongside surveying, geotechnical, structural, mechanical, architectural, and electrical colleagues.

Responsibilities

  • Prepare drawings and specifications for large, complex site development on water supply facilities, water tunnels, wastewater pumping stations, treatment systems, and other facilities.
  • Sign and seal your own drawings and project specifications.
  • Cover site grading and paving, yard piping, drainage and storm water management, erosion and sediment control, and maintenance and protection of traffic, during and after construction.
  • Review shop drawings, contractor requests for information, and other submittals during construction.
  • Review geotechnical reports and surveys.
  • Lead or supervise complex research, investigations, studies, and examinations tied to engineering work.
  • Prepare or review the non-civil discipline elements of the basic design plan.
  • Review designs from outside engineering firms, or oversee staff who do.
  • Supervise design staff with varied titles and experience levels.
  • Travel, drive to job sites, and attend stakeholder meetings for site investigations, equipment testing, and inspections during design and construction, as needed.

Requirements

  • 4 years of full-time, satisfactory civil engineering experience.
  • A valid New York State Professional Engineer license, kept current for the whole of your employment.
  • A master's degree in civil engineering from an accredited institution may replace one year of the required experience. Accreditation must come from a body recognized by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA), or an equivalent regional, national, professional, or specialized agency.
  • For Assignment Levels II and III, you need at least one year within the last three years as a major contributor or project leader on a complex project that required specific expertise in the disciplines needed to design or build it.

Conditions

Position: Civil Engineer Level 3, Design Lead, posting reference 20215.

Based at the Queens, New York headquarters.

You work under the Section Manager and use considerable independent judgment.

Travel and driving to job sites may be required during design and construction, as needed.
