Description

The company is the company's Department of Citywide Administrative Services (DCAS), which runs city buildings, buys goods and services for more than 80 City agencies, manages the City's property and fleet, and hires and trains City employees.

The Division of Energy Management (DEM) is responsible for reducing greenhouse gas emissions from government operations. Targets are a 40 percent cut by 2025, 50 percent by 2030, and 80 percent by 2050. DEM also works on other City energy commitments, including installing 100 MW of solar photovoltaics on City buildings by 2025. Its work covers managing utility accounts, preparing the annual utility energy budget, helping agencies find energy savings, leading efficiency and distributed generation projects, and supporting operations and maintenance practices.

This role leads the technical and program side of a City-wide Building Optimization Program focused on mechanical and controls equipment. It is based on the Senior Program Manager job posting.

Responsibilities

  • Help build out a City-wide Building Optimization Program for mechanical and controls equipment, including advanced preventive maintenance strategies and software that automates building systems using BMS endpoint data, historical energy data, project data, and other building metrics, with the aim of improving operational and energy efficiency through analytics.
  • Oversee and advise on the program's projects and opportunities, bringing HVAC, mechanical, controls, and energy efficiency expertise, including building energy conservation measure calculators.
  • Support program efficiency by managing current and future consultants, proposing ways to scale the program, and guiding annual program metrics for reporting.
  • Supervise a team of at least five engineers, program administrators, and analysts, with plans to more than double the team as the program succeeds.
  • Drive program success and growth by building and maintaining accurate, detailed KPI metrics, and advise on recording programmatic processes, such as the Standard Operating Procedure, and provide strategic guidance on them.
  • Lead and facilitate communication with stakeholders, including agency energy staff, executive leadership, and technology vendors.

Requirements

  • One of the following: (1) a bachelor's degree from an accredited college or university in architecture, architectural technology, biology, building science, chemistry, construction management, energy management, engineering or engineering technology, environmental science, facilities management, physics, or a related field, plus four years of full-time energy generation or conservation work, such as planning, implementing, inspecting, analyzing, testing, or verifying facility projects that generate clean energy or reduce energy use, with at least one year in an administrative, managerial, or executive role; (2) an associate degree or 60 semester credits in one of those disciplines, plus six years of full-time experience as in (1), including one year in an administrative, managerial, or executive role; or (3) a four-year high school diploma or equivalent, plus eight years of experience as in (1), including one year in an administrative, managerial, or executive role.
  • Equivalent education and experience may be substituted, but all candidates must have one year of administrative, managerial, or executive experience. Experience credit: up to four years at one year per year of journey-level work in a skilled building trade; full-time work building, repairing, altering, or rehabilitating buildings as a general contractor, construction superintendent, procurement specialist, or cost estimator; full-time building construction management; or full-time construction field supervision or inspection. Education credit: one year per 30 semester credits toward a bachelor's or associate degree in a listed discipline, up to four years; a master's degree in a listed discipline counts as one year; a New York State Professional Engineer or Registered Architect license counts as four years.

Conditions

Only permanent employees in the civil service title Administrative Energy Conservation Specialist, or comparable titles, or those who can reach the Administrative Energy Conservation Specialist civil service exam list, may apply.

A New York State Motor Vehicle Driver License may be required for certain assignments and must be kept for the length of the assignment.

Incumbents may be required to update existing certifications or obtain additional industry-standard certifications and licenses.

Apply through nyc.gov/careers, or nyc.gov/ess for current City employees, using Job ID 806503. Only candidates under consideration will be contacted.
