Description

The Financial Stability Institute at the Bank for International Settlements (BIS) is recruiting a Senior Business Analyst on a 3-year fixed-term contract.

Applications close on 20 November 2026, end of day.

The role is based in Basel, Switzerland. As an international organisation, the BIS can hire from anywhere in the world and welcomes applicants of all nationalities. Relocation support is available for the successful candidate and their dependent family members.

The role centres on the FSI's Capacity Development Modernisation (CDM) project, part of the BIS medium-term strategy, BIS100. The project aims to future-proof the FSI's capacity development offer through more interactive e-learning, AI-enabled learning and platform interoperability, supporting financial authorities worldwide.

You will manage the CDM project and track e-learning market developments, building on the Bank's technology infrastructure and the FSI's capacity development ecosystem, including FSI Connect and online courses.

You will also be the main link between the FSI and internal and external stakeholders, including the Strategic Project Management Office (SPMO) and vendors, so that the project is delivered within its approved scope, budget, milestones, governance requirements and expected outcomes.

The team is an international group where you can work on initiatives that improve processes and deliver measurable value. Working is hybrid, combining onsite time at the central office in Basel with home office days.

Responsibilities

  • Work with subject matter experts to define and analyse CDM requirements and identify possible solutions, checking feasibility against technical limits, budget and timeframes.
  • Serve as the main operational contact for the SPMO, answering information requests and preparing project updates, governance papers and other submissions.
  • Maintain the project plan, covering milestones, deliverables, dependencies, resources, critical-path activities and decision points. Track progress and escalate delays and emerging issues.
  • Monitor the CDM budget and financial position, including approved budgets, actual and committed spending, forecasts and variances, and prepare regular financial updates.
  • Coordinate with suppliers, consultants, platform providers, implementation partners and academic institutions. Handle procurement, invoicing and contracts, and track deliverables, acceptance criteria, costs, invoices, risks and contractual obligations.
  • Engage stakeholders to understand their needs, issues and concerns, especially from pilot evaluations, respond to them, arrange meetings and events, and draft materials that build understanding and support.
  • Carry out feasibility and assessment work on current and proposed projects to inform business cases and their ongoing review.
  • Review existing operations and propose improvements, particularly to streamline and optimise them.
  • Support technology implementation, including AI in content development, platform interoperability and AI features on the learning platform. Define and run testing and acceptance, log and rank issues, and resolve them with developers and testers so the solution meets business goals.
  • Build and maintain standard performance metrics for the CDM project within the organisation's systems to support decisions.

Requirements

  • A bachelor's degree or equivalent is required. A master's or other relevant postgraduate degree or specialisation is an asset.
  • Experience with learning management systems, digital learning or technology-led business transformation is required. Experience with artificial intelligence is an asset.
  • Experience running cross-functional projects from feasibility and planning through implementation to business as usual.
  • Experience running gap analysis between current and future states to shape the change strategy.
  • Understanding of business context, needs, rules and technology architecture, as well as organisational structure, culture, capabilities and processes, to document how the business operates.
  • Ability to lead facilitated sessions for requirements gathering, focus groups and user acceptance testing.
  • Experience turning user needs into business requirements, assessing what the business can currently deliver, carrying out build-or-buy analysis and recommending an approach.
  • Experience assessing process performance and recommending improvements.
  • Experience ranking project, programme or portfolio components against risks, activities and stakeholders across the life of the work.
  • Ability to identify stakeholders, analyse their expectations and develop strategies to manage them.
  • Experience managing requirements documentation, archiving, traceability, changes and approvals across the project lifecycle.
  • Experience coordinating with colleagues to gather information, feedback and input on key deliverables.
  • Demonstrated attention to detail and commitment to accurate, reliable project records.
  • Demonstrated ability to juggle competing priorities and meet fixed reporting deadlines.
  • Excellent written and spoken communication skills.
  • English is the BIS corporate language and is used for all internal and external communication.

Conditions

Fixed-term contract of 3 years.

Based in Basel, Switzerland, with hybrid working that includes home office and working-from-abroad days.

Applications are welcome from any country.

The BIS is committed to equal opportunities and welcomes applicants with varied professional backgrounds.

Benefits

  • Relocation support for the successful candidate and dependent family members.
  • Competitive compensation and benefits package.
  • Childcare and education allowances for working families, where applicable.
