Description

The company is a defense and technology business whose Mission Systems Navigation, Intelligence and Connectivity Division, within Engineering and Sciences, is hiring a Manager of Systems Engineering 3.

You will be the Engineering Department Manager and the department manager of the Business Execution Engineering homeroom for the Strategic Intelligence and Data Exploitation operating unit. You report to the Engineering and Sciences director for that business execution organization.

The role is onsite in either McClellan, CA or Chantilly, VA, and splits roughly 50/50 between program and capture work and functional homeroom duties over about 30 technical leaders across the portfolio. It is a manager of managers role, covering front-line managers and senior technical staff through direct and dotted lines.

The leader in this role champions strong technical execution backed by process rigor, and works with teams to solve complex technical and program problems early, with a focus on building and running effective return-to-green plans.

Responsibilities

• Contribute to SI&DE programs and captures while leading technical leaders in Chief Engineer, Systems Engineering Integration and Test Lead, Engineering Program Manager, Integrated Product Team Lead, Architect and similar roles.
• Develop people through talent development, mentoring and coaching, staffing plans, engagement, retention and knowledge sharing.
• Help the director keep planning, technical baselines, cost and schedule management, metrics and engineering issue resolution consistently rigorous.
• Grow the technical leaders in those roles so the business succeeds.
• Run general administration for the organization, including indirect budgets, process improvement, staffing, workload forecasts and extended workweek approvals.
• Work with business and functional leaders to resource programs and balance competing demands across a varied portfolio.
• Work with discipline engineers to share best practices and speed adoption of Mission Systems Sector standards.
• Travel up to 25% of the time.

Requirements

• A bachelor's degree in science, technology, engineering, mathematics or a related field, with at least 8 years of experience, or a master's degree with at least 6 years of experience.
• Successful delivery in SIGINT, cyber (offensive or defensive), non-kinetic or related mission areas.
• Proven technical leadership as an SEIT Lead, EPM, Chief Engineer, IPT Lead, System Architect or equivalent across several capture or program lifecycle phases.
• Deep knowledge of program execution, technical baseline management, staffing, engineering metrics, training resources, processes and tools.
• Experience leading technical teams spread across multiple locations.
• Experience with engineering leadership processes and tailoring.
• High proficiency in technical problem-solving, including return-to-green plans, root cause analysis and solution development.
• An active Secret clearance and the ability to obtain and maintain a Top Secret/SCI clearance.
• Ability to work onsite full-time at the McClellan, CA or Chantilly, VA site.
• Demonstrated ability to lead in line with the company's values and leadership behaviors.
• Preferred: an active DoD Top Secret/SCI clearance.
• Preferred: advanced knowledge and 8+ years of experience in SIGINT, cyber (offensive or defensive), non-kinetic, cryptography or related mission areas.
• Preferred: demonstrated experience using AI tools and processes to improve efficiency, quality or scale.
• Preferred: experience with System Architecture Affordability and Risk Reviews (SAARRs), Independent Reviews and Non-Advocate Reviews.

Conditions

Onsite at either McClellan, CA or Chantilly, VA, with travel up to 25% of the time.

Primary level base salary range is $193,000.00 to $289,600.00, set by scope, responsibilities, experience, education, skills and market conditions.
