Description

The company is a New York City social services organization made up of two administrative units: a human resources administration focused on reducing poverty and income inequality through benefits such as food aid and emergency rent help, and a homeless services department that works to prevent homelessness and help families and individuals return to self-sufficiency as quickly as possible.

The Administrator's office is hiring one Executive Project Manager. Reporting to the agency head, this person manages agency initiatives with wide room for independent judgment. The role acts as a special advisor and holds authority over operations and program development, making executive decisions in critical situations with or without the Administrator's review.

The Executive Project Manager oversees the agency's IT portfolio and leads the development, management and rollout of projects, policy and operations. The portfolio covers four program areas led by the Chief Program Officer, Chief Special Services Officer, Chief Homelessness Prevention Officer and Chief Housing Services Officer. The role advises on linking citywide and agency-wide services more closely.

Responsibilities

  • Work with chief officers and deputy commissioners on core agency matters such as budget, program delivery, staffing, cross-program work and communication with other agencies, keeping client wellbeing and federal, state and local rules in view.
  • Make time-sensitive operational and policy decisions with the Administrator, chief officers and deputy commissioners, where those decisions affect service delivery across the agency.
  • Act for the Administrator as the lead on joint work with executives from partner agencies, including IT system solutions, program monitoring, resource allocation, fiscal management, legal settlement compliance, contract management and coordination of interagency projects and operations.
  • Chair and lead the agency's Level 3 IT governance committee, which reviews and advances IT projects and sets priorities for agency-wide IT spending and resources.
  • Chair and lead the steering committee of executive project managers and IT counterparts, coordinating, prioritizing and streamlining the running, staffing and delivery of IT solutions.
  • Review current operations, services and governing rules to propose new initiatives that meet the needs of program participants.
  • Represent the agency on task forces and citywide efforts involving data, technology and information systems, and advise the Administrator and Commissioner on emerging trends in information technology.
  • Track current practices, programs, legislation and funding opportunities affecting agency operations, and share relevant findings and best practices with the chief officers.
  • Attend leadership meetings with the Commissioner, chief officers and City and State partners, and stand in for the Administrator when needed, helping shape long- and short-range policy plans.

Requirements

  • Option one: a master's degree from an accredited college, or a Juris Doctor from an accredited law school, in a field such as economics, finance, accounting, business, public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science or urban studies, plus 2 years of full-time professional experience. That experience must cover budget work at a large public or private organization, management or methods analysis, program evaluation, or areas such as personnel, labor relations, employee benefits, workforce planning, social services planning or fiscal management. At least 18 months must be executive, managerial, administrative or supervisory, including supervising staff doing professional work in those areas.
  • Option two: a bachelor's degree from an accredited college plus 4 years of professional experience in the areas above, including the 18 months of executive, managerial, administrative or supervisory experience.
  • Option three: an associate degree or 60 semester credits from an accredited college plus 6 years of full-time professional experience in the areas above, including the 18 months of executive, managerial, administrative or supervisory experience.
  • Option four: a high school diploma or recognized equivalent approved by a state education department or accrediting body, plus 8 years of full-time professional experience in the areas above, including the 18 months of executive, managerial, administrative or supervisory experience.
