Description

The Office of Data Analytics works with City agencies and their data to serve New Yorkers more equitably and effectively. Its work has long centred on analysing agency data to improve operations and on making Open Data easier for everyone to use.

Since joining the newly created Office of Technology and Innovation, the team has also taken a bigger role in shaping the infrastructure behind non-public data sharing between City agencies. It is expanding its work on automated data feeds, stronger quality assurance, and the user experience of the City's data sharing platforms.

The Data Scientist joins the Analytics team, which promotes responsible and open analytics across New York City. The team is an urban analytics group with a diverse, mission-driven staff. Data scientists here think through problems and also build the solutions, asking hard questions and then delivering timely answers to complex ones.

The role reports to the Director of Data Science and works closely with the Analytics team and the wider office. You will carry out analytics projects that help agencies and interagency policies, programs, and operational practices make better-informed decisions.

Responsibilities

  • Act as lead or supporting analyst on projects, working with project managers, policy analysts, the ODA leadership or sponsor, and legal counsel.
  • Handle project management, research, and knowledge capture where needed, producing clear, accurate communications and deliverables that may get only light review before they go out. You may also lead facilitated discussions with City agency clients.
  • Lead or support decisions on how an analysis is scoped and designed, following the direction of a lead analyst or ODA leadership.
  • Run an analytics project as lead project manager, drafting its timeline and adjusting it as needed with little guidance.
  • Help shape best practices for responsible and open municipal analytics, and publish analytics code and projects publicly where possible, working with City agency partners.
  • Support ODA as a centre of excellence for analytics that helps City agencies become more data-driven. This covers the Analytics Exchange (AnEx), data science workforce development, and best-practice exchanges with the private sector and academia.
  • Coordinate response efforts and workstreams during a Citywide emergency.
  • Take on special projects and initiatives as assigned.

Requirements

  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication, or a related field, plus four years of satisfactory full-time experience in the area or areas the position requires, with a specialisation in a relevant technology, process, methodology, or domain; or
  • An associate degree from an accredited college in one of the fields listed above, plus six years of satisfactory full-time experience in the area or areas the position requires, with a specialisation in a relevant technology, process, methodology, or domain; or
  • A baccalaureate degree from an accredited college, plus eight years of satisfactory full-time experience in the area or areas the position requires, with a specialisation in a relevant technology, process, methodology, or domain; or
  • Education and/or experience equivalent to any of the three options above.
