The contract modernizes and maintains applications and infrastructure through an integrated IT service management approach.

You will work alongside experienced staff on a high-performing team.

  • Analyze engineering requirements from portfolio teams, including user story technical specifications, infrastructure capacity planning and CI/CD pipeline support.
  • Assess infrastructure architecture for portfolio teams, covering technical debt reduction impacts and cloud migration feasibility.
  • Set up performance management plans with service-level objectives (SLOs) and drive improvements based on retrospectives.
  • Work with cross-functional teams on operational readiness checklists for releases, recording acceptance test results and transition requirements.
  • Write trip reports on portfolio team travel, including sprint planning sessions and stakeholder meetings, and the actionable knowledge gained.

Requirements

  • A bachelor's degree plus 4 years of experience in a related field such as business analysis, systems analysis, IT project management, agile portfolio management or IT service delivery. Equivalent experience is considered.
  • A Top Secret clearance that is currently active.
  • Proven work with Agile methods (Scrum, SAFe or Kanban), portfolio management practices and agile metrics analysis.
  • Demonstrated skill in building status reports, dashboards and executive documents for IT portfolios and programs.
  • Experience with Jira, Confluence and ITSM platforms such as ServiceNow.
  • Strong stakeholder management and communication skills, with the ability to turn technical concepts into business-focused deliverables.
  • Desired: prior experience supporting federal agencies, especially the Department of State.
