Description

The company is hiring an Agile coach and Scrum Master for a large federal HCM modernization program that deploys Oracle Fusion Cloud HCM for federal civilian employees across several agencies.

Delivery runs on the SAFe Agile framework, which keeps the program's scale manageable.

You will coach teams on SAFe and may also act as Release Train Engineer, running PI Planning, managing cross-team dependencies, tracking velocity, and leading inspect-and-adapt cycles. Oracle quarterly updates and parallel agency transitions mean disciplined Agile work is needed at every level.

The role suits Agile professionals who want to coach and lead at enterprise scale.

The role is remote, and candidates in the DMV area are preferred.

Responsibilities

  • Act as Scrum Master for one or more cross-functional teams aligned to Oracle Fusion Cloud HCM modules such as Core HR, Talent Acquisition, Learning, Benefits, Compensation, HCM Application Security, and Technical/Functional Support.
  • Run every SAFe ceremony: sprint planning, daily stand-ups, sprint reviews, retrospectives, backlog refinement, and inspect-and-adapt sessions.
  • Help the Release Train Engineer plan and run PI Planning, set PI objectives, identify cross-team dependencies, and agree on realistic commitments.
  • Track and report velocity, throughput, cycle time, cumulative flow, defect rates, and PI predictability so team health and delivery performance stay visible.
  • Find, track, and clear impediments, and escalate systemic problems.
  • Coach team members, product owners, and stakeholders on SAFe Lean-Agile principles, Scrum practices, and continuous delivery.
  • Plan cross-team work for Oracle quarterly update sprints so assessment, regression testing, and deployment fit the PI cadence.
  • Run ART sync meetings, Scrum of Scrums, and system demos to keep functional, technical, integration, and testing teams aligned.
  • Adapt Agile practices to each agency migration wave under transition task orders, scaling ceremonies to each complexity tier.
  • Maintain JIRA and Confluence so backlogs, sprint tracking, and program reporting stay accurate.
  • Lead inspect-and-adapt workshops at the end of each PI and drive problem solving toward concrete improvements.
  • Work independently on complex functional and technical issues, mentor junior team members, and serve as a program-wide Agile resource.
  • Lead small work efforts and technical initiatives, review deliverables, and guide junior consultants on Oracle Fusion Cloud HCM best practices.

Requirements

  • Required: You must be able to obtain and keep a Public Trust clearance, and US citizenship is required.
  • Required: A bachelor's degree and 3 years of relevant experience. Additional experience may replace the degree.
  • Required: Years of professional experience in Agile coaching, Scrum Master roles, or Agile delivery on enterprise IT programs.
  • Required: Current SAFe certification: SA, SSM, SASM, or SPC.
  • Required: 3+ years as Scrum Master or Agile Coach for teams of 7 to 12 members in enterprise software development or implementation.
  • Required: A proven record of facilitating PI Planning, managing program-level backlogs, and coordinating cross-team dependencies within SAFe Agile Release Trains.
  • Required: Strong facilitation and conflict resolution skills for retrospectives, problem solving, and difficult discussions.
  • Required: Experience with Agile project management tools such as JIRA, Azure DevOps, or Rally.
  • Required: Clear communication with technical teams, product owners, and program leadership.
  • Desired: 4+ years of Agile coaching or Scrum Master experience, including enterprise SAFe implementations with 5+ Agile teams.
  • Desired: Experience as a Release Train Engineer (RTE) running ART-level planning and execution.
  • Desired: Multiple SAFe certifications across the framework, such as SA plus SSM plus SPC, or RTE plus SPC.
  • Desired: Experience coaching Agile teams on Oracle Fusion Cloud HCM, Oracle ERP Cloud, or similar enterprise SaaS platforms.
  • Desired: Familiarity with federal IT delivery, government contracting, or Agile in regulated environments.
  • Desired: Experience with SAFe Lean Portfolio Management, such as portfolio Kanban, strategic themes, and lean budgeting.
  • Desired: ICAgile ICP-ACC or Certified Scrum Professional (CSP-SM) certification.
  • Desired: Experience with Oracle Cloud technologies such as OIC or OCI in an enterprise HCM or ERP setting.
