Description

The agency is expanding electric vehicle charging across its sites in support of the city's sustainability and clean transportation goals.

The Parking Management, Facilities, and Capital Projects Unit runs the city's municipal parking garages and parking fields. It handles facility operations, capital work, contract oversight, infrastructure inspections, and sustainability work, including planning, installing, running, and growing EV charging.

The unit is hiring an EV Program Manager to guide the building, operation, and growth of charging in municipal parking facilities and to support wider sustainability work.

You will work under supervision but with considerable freedom to use your own judgment. The role combines program management, project coordination, contract administration, data analysis, field assessment, stakeholder work, and technical oversight.

Responsibilities

  • Run the city's EV charging program across municipal garages and parking fields, covering Level 2 and DC fast chargers.
  • Plan and carry out expansion, replacement, and performance improvements for charging equipment.
  • Visit sites and work with engineering, facilities, parking operations, Con Edison, and others on proposed installations.
  • Oversee EV contracts for network services, maintenance, equipment purchasing, and installation.
  • Track charger uptime, use, revenue, outages, and repairs, and press vendors to resolve problems.
  • Gather and analyze charging data, then produce reports, dashboards, presentations, and recommendations for management.
  • Review technical proposals, engineering drawings, specifications, construction documents, and equipment submittals.
  • Guide EV projects from planning and procurement through installation, commissioning, and day-to-day operation.
  • Keep equipment inventories, warranties, service records, and project files accurate and current.
  • Work with cybersecurity, finance, procurement, legal, and other units on charging operations, payment systems, and contract terms.
  • Help deliver solar PV, energy efficiency, green infrastructure, and other clean-energy projects.
  • Liaise with elected officials, community groups, city and state agencies, utilities, vendors, and other partners.
  • Carry out field inspections and handle operational and technical issues at charging facilities.
  • Research emerging EV technologies, charging methods, pricing, and industry practice, and make recommendations.

Requirements

  • A master's degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development, or a related field; or
  • A bachelor's degree from an accredited college or university plus one year of satisfactory full-time city planning experience, such as reviewing or developing housing, transportation, environmental, or city-owned land projects; or
  • A satisfactory mix of education and/or experience equal to the option above. Graduate study in those fields can replace experience at 30 graduate semester credits from an accredited college or university for each year of experience, but a bachelor's degree is always required.
  • For Assignment Level III, you need two additional years of professional experience of the kind described in the second option, on top of the minimum requirements.
  • You must be serving permanently in the title of City Planner, or be reachable on open-competitive Exam 5045 for City Planner.
