Description

The largest municipal housing agency in the United States oversees housing standards for 3.7 million homes in New York City.

The agency builds and preserves affordable housing, protects tenants from harassment and displacement, and holds landlords to account across all five boroughs.

You will join the Division of Strategic Operations and Analytics, part of the Office of Policy and Strategy. The division reviews agency operations, clarifies program goals and stakeholders, runs initiatives aimed at those goals, and turns data into insights for programs.

In this role you will make the agency's data easier to reach, more trustworthy, and easier to reuse for reporting and analytics, using well-structured datasets, automations, and data flows.

Position: City Research Scientist, posting 21744.

Responsibilities

  • Build and run pipelines, datasets, and data flows in SQL Server for programs such as homeless placement services, homebuyer assistance, housing distress and compliance, and fair housing.
  • Write reusable scripts and code that support reporting, research, and analytics.
  • Keep core datasets, data models, reports, and dashboards current for program reporting.
  • Write Python pipelines that clean data and merge records from siloed source systems, using automation for housing placement and fair housing reporting.
  • Place tidied data in SQL Server, then link it to BI tools like Power BI for dashboards.
  • Add basic validation, testing, and documentation so scripts and datasets stay reliable and maintainable.
  • Document code standards and workflows so the team can keep using and maintaining the work.
  • Use data engineering skills and collaboration to solve technical problems and shape the team's approach.
  • Use independent judgement to design scalable data models and automated workflows.

Requirements

  • For Assignment Level I, which covers only physical, biological and environmental sciences and public health: a master's degree from an accredited college or university in an appropriate field of physical, biological or environmental science, or in public health.
  • For Assignment Level II and above, you need one of the following:
  • A doctorate from an accredited college or university in an appropriate field of physical, biological, environmental or social science, plus one year of full-time experience in a responsible supervisory, administrative or research role in that field.
  • A master's degree from an accredited college or university in an appropriate field of physical, biological, environmental or social science, plus three years of responsible full-time research experience in that field.
  • Education and/or experience equivalent to either option above. All candidates must hold at least a master's degree in an appropriate field and have at least two years of experience as described in the second option. Two years as a City Research Scientist Level I can replace the experience required in the first and second options.
  • Preferred: an inquisitive, self-motivated problem solver who wants organizations to be more data-driven.
  • Preferred: comfort in a fast-moving, resource-limited setting with messy data and legacy systems, and a hands-on approach to building practical tools.
  • Preferred: experience building or supporting ETL or ELT pipelines that extract, clean, and transform data from several sources.
  • Preferred: experience with relational databases such as SQL Server.
  • Preferred: some BI data modeling experience, ideally in Power BI or similar.
  • Preferred: familiarity with source control workflows, such as Azure DevOps Repos.
  • Preferred: strong interpersonal and organizational skills, with the habit of asking good questions and working across teams.
  • Preferred: a strong ability to learn new tools and technologies on your own using online resources.
  • Preferred: skills in SQL, Python, Power BI data modeling (DAX, Power Query M), and data modeling fundamentals.
