Description

The company wants a West Coast telecom utility infrastructure design QC engineer or specialist to help plan, design and check quality on telecommunications outside plant programs, working 12pm to 8pm Pacific time.

The work centres on designing and modelling underground conduit that supports fiber networks, data center links, metro fiber builds and utility projects.

You will need hands-on experience with conduit networks, duct banks, handholes, manholes and related civil work, plus Civil 3D or similar software for designs from start to finish.

The role is fully remote and involves working with engineering teams, utility owners, permitting agencies and field crews across several regions.

The company is a Fortune 500 infrastructure firm working in water, environment, energy, transportation and buildings, with fiscal 2025 revenue of $16.1 billion and a team of over 50,000 people.

Responsibilities

  • Design underground fiber OSP routes, including conduit systems, duct banks, manholes, handholes, road crossings and utility corridors.
  • Prepare construction drawings, profile sheets, details and permit packages.
  • Assess routes for greenfield and brownfield work, covering constructability, utility clashes, right-of-way limits, environmental factors and permit needs.
  • Check QC packages against client standards, engineering requirements and construction criteria.
  • Review conduit sizing, bend radius, separation, depth of cover, pulling calculations and access structures.
  • Confirm designs meet municipal, DOT, utility, NEC, NESC and client rules.
  • Flag design problems and recommend fixes.
  • Work with utility owners, cities, transport agencies and permit authorities, including conflict resolution and relocation planning.
  • Help prepare permit applications and responses to agency reviews, and join design and constructability review meetings.
  • During construction, support engineering, answer contractor questions, RFIs and field changes, assess site conditions, and help with as-built records and closeout documents.

Requirements

  • Bachelor's degree in civil engineering, engineering technology, telecom engineering or a related field, plus 2 years of relevant experience, or an equivalent mix of experience and education.
  • Submit Civil 3D design samples that show your experience and skill.
  • Preferred: experience in civil infrastructure, utility design, telecom engineering or OSP design.
  • Preferred: skill with AutoCAD, Bluebeam Revu, Microsoft Excel, Smartsheet, utility conflict analysis tools, and digital, model-based design workflows.
  • Preferred: experience designing or reviewing underground conduit and telecom infrastructure.
  • Preferred: working knowledge of utility coordination, permitting and right-of-way rules.
  • Preferred: ability to read engineering drawings, specifications and construction documents.
  • Preferred: experience on hyperscale, broadband, municipal, utility or data center projects.
  • Preferred: understanding of underground utility engineering, subsurface coordination and conflict analysis.
  • Preferred: familiarity with NEC, NESC, DOT, utility accommodation policies and telecom standards.
  • Preferred: knowledge of fiber network architecture and OSP construction practice.
  • Preferred: experience with quantity takeoffs, cost estimating and constructability reviews.
  • Preferred: a Professional Engineering (PE) license or Engineer-in-Training (EIT) certification, though neither is required.
