  • Set testing standards so every engineering design meets Department of State security policy, FISMA and NIST requirements.
  • Use DevSecOps tools such as Ansible, Terraform and SonarQube to design and build advanced CI/CD pipelines that automate build, test, security validation, result collection and pass/fail analysis.
  • Create enterprise test frameworks, QA methods and performance benchmarks that fit Department goals and federal compliance rules.
  • Lead major assignments by setting strategic goals and plans, and own financial management, method selection and staffing decisions.

Requirements

  • Bachelor's degree plus 13 years of experience in related areas such as test engineering, quality assurance, software testing, infrastructure testing or DevOps engineering. Equivalent experience is considered.
  • Active Secret clearance.
  • Proven record of setting strategy for enterprise test engineering and quality assurance on large, mission-critical federal systems.
  • Demonstrated skill in building test strategies, failover validation, disaster recovery testing and compliance validation against FISMA and NIST.
  • Strong command of DevSecOps tools and advanced CI/CD pipeline design, especially Ansible, Terraform and enterprise test automation frameworks.
  • Excellent leadership, with proven experience leading technical teams, managing program budgets and making strategic staffing and resource decisions.
  • Desired: experience supporting federal agencies, particularly the Department of State.
  • Desired: certifications such as ISTQB Expert Level, AWS Certified DevOps Engineer Professional, CISSP, or similar advanced testing or QA credentials.
  • Desired: experience with automated failover testing, FedRAMP compliance validation, and testing infrastructure across 300+ geographically distributed facilities.
