Description

The company is the New York City Department of Health and Mental Hygiene, the oldest and largest health department in the U.S., with more than 7,000 staff.

The Office of Strategic Operations and Performance Management sits within the Office of the Chief Operating Officer. It drives policy implementation across the agency, helps align divisions with agency strategy, and adds capacity to divisions when needed.

The office builds and maintains data tools quickly to support the agency's external, partner-facing public health programs.

The role is a Senior Data Analyst position in Strategic Operations and Performance Management, posted as City Research Scientist, job number 21744.

Assignment Level I requires a master's degree in a relevant physical, biological or environmental science, or in public health. Higher assignment levels require a doctorate or a master's with research experience, as set out below.

Responsibilities

  • Build a data pipeline from the current provider data warehouse into Salesforce, following FHIR standards, using R, Python, Pentaho and SQL.
  • Create a new provider data warehouse from existing DOHMH data sources.
  • Write and share best practices for integrating provider data.
  • Find additional public provider data that can strengthen the provider data warehouse.
  • Design, build, test and maintain routine ETL jobs in Python and Pentaho.
  • Lead software feature upgrades using sound project management practices.
  • Explain complex technical data clearly to both technical and non-technical audiences.
  • Link external contact data to existing Salesforce records and run QA checks on the potential matches.
  • Deduplicate Salesforce data objects using both deterministic and probabilistic record linking.
  • Analyse data pipelines and business processes to spot trends and anomalies in Salesforce usage.
  • Use Salesforce Reports and Dashboards to summarise information.
  • Support cross-divisional data-sharing work as agency leadership assigns it.
  • Carry out ad hoc analysis of administrative and program outcomes data as needed.

Requirements

  • Demonstrated data analytics skills, with a working knowledge of data management, database design and statistical analysis.
  • Knowledge of SQL, R or Python is useful. A drive to learn new tools and a strong analytical approach matter more than scripting experience.
  • Familiarity with data visualisation principles and experience with visualisation software.
  • Experience analysing administrative and transactional metadata.
  • Background in program analysis or monitoring and evaluation.
  • Strong written and spoken communication.
  • Ability to work well in a cross-disciplinary team.
  • Strong organisation and close attention to detail.
  • Willingness to shift priorities and solve new problems creatively.
  • Understanding of institutional and structural racism and bias and how they affect underserved and underrepresented communities, plus a proven commitment to supporting communities that have faced systemic oppression and bias, such as people of color, LGBTQ+ people and immigrants.
  • Preferred qualifications for Assignment Level II and above: a doctorate in an appropriate field of physical, biological, environmental or social science plus one year of full-time supervisory, administrative or research experience in that field; or a master's in such a field plus three years of responsible full-time research experience in that field; or education and/or experience equivalent to either of these. All candidates must hold at least a master's in an appropriate field and have at least two years of the experience described in the second option. Two years as a City Research Scientist Level I can replace the experience required in either option.
  • Appointments carry a probationary period of at least one year.
