Description

The company needs a senior Scrum Master for a full-time role on a Department of State IT contract that modernizes and maintains applications and infrastructure under an integrated IT Service Management model.

You will lead a team of engineers through its delivery work alongside experienced colleagues.

Responsibilities

  • Run Agile delivery for several engineering teams modernizing infrastructure, networks and IT services across physical data centers, cloud environments and more than 350 facilities worldwide.
  • Coach senior-level Agile practice, including SAFe, and make sure teams follow the DT, EA and CST SDLC methods, governance reviews and Department modernization goals.
  • Clear complex organizational blockers and manage dependencies between teams working on infrastructure consolidation, cloud adoption, software-defined networking and automated deployment.
  • Do hands-on senior technical work: design infrastructure and disaster recovery setups, run capacity planning and validate operational designs for critical systems with redundant failover.
  • Work with the Engineering and Implementation Manager and Product Owners to build and keep current the engineering program backlog covering redundant designs, failover and disaster recovery needs.
  • Carry out advanced technical tasks such as diagnosing complex infrastructure faults, tuning database performance, setting up enterprise monitoring tools and writing automation scripts for CI/CD pipelines.
  • Create and run Agile metrics and reporting that track delivery, including deployment timelines, design review cycles and technical documentation completeness.
  • Lead technical work on infrastructure migrations: review cloud architectures, verify security configurations, test automated provisioning and resolve integration issues.
  • Connect engineering teams with Architecture Review Boards and Change Management Control Boards so designs meet security best practices and NIST standards.
  • Mentor junior Scrum Masters and coach teams on continuous improvement, including capacity planning, performance optimization and modernization work.

Requirements

  • Required: a bachelor's degree plus 8 years of experience in related areas such as Agile coaching, Scrum Master work, infrastructure engineering, IT project management or DevOps engineering. Equivalent experience is considered.
  • Required: an active Top Secret clearance.
  • Required: proven experience as a Scrum Master for technical teams delivering infrastructure, network and cloud modernization.
  • Required: solid command of Agile methods, including Scrum and SAFe, and of technical delivery on complex infrastructure projects.
  • Required: strong technical knowledge of infrastructure engineering, cloud architecture, disaster recovery, CI/CD pipelines and automation frameworks.
  • Required: excellent facilitation and coaching skills, with a record of removing impediments, managing cross-team dependencies and leading major technical initiatives.
  • Desired: experience supporting federal agencies, especially the Department of State.
  • Desired: certifications such as Certified ScrumMaster (CSM), SAFe Scrum Master (SSM), SAFe Agilist (SA) or Advanced Certified Scrum Master (A-CSM).
  • Desired: experience with infrastructure-as-code tools.
