Description

The role manages capital improvement projects for new business work on water and wastewater systems, covering water treatment upgrades, pump stations, storage tanks, pipelines, wastewater plants, lift stations and collection systems.

You act as project engineer for additions and changes to these systems, working with company staff to deliver projects successfully, and you help with short and long-term system planning when assigned.

You coordinate consultants and contractors, and you work across Engineering and Operations using a cross-functional approach.

Success means delivering projects that meet the criteria in the project plan for the asset owner, including operating performance, budget, schedule and regulatory compliance.

The company is a major North American water, wastewater, waste and energy services provider serving commercial, industrial, healthcare, higher education and municipal customers. It is headquartered in Boston and has more than 10,000 employees across more than 350 locations.

Responsibilities

  • Own $2-$5M in new business capital projects each year, from conceptual design and project plans through to internal funding approval.
  • Manage medium and small capital projects from development through design, whether done in-house or by outside firms, and construction, following engineering guidelines and procurement policies.
  • Oversee construction management staff so work finishes on time, stays within budget, is documented for asset management and meets applicable standards.
  • Negotiate and manage contracts with third parties and track the financials of new business projects.
  • Review and prepare new business service requests and water main extension requests.
  • Build corporate technical, environmental, health, safety and security standards into design specifications.
  • Improve delivery efficiency by tracking delivery metrics and using alternative procurement and delivery methods.
  • Manage environmental and government permits with local business unit staff.
  • Take part in master planning for existing systems and new acquisitions, covering water and wastewater.
  • Prepare short and long-term capital plans for acquired systems, and value those systems using due diligence site visits and condition assessments to inform acquisition bids.
  • Help prepare analyses and reports for regulators and internal or external customers, and support rate case filings as needed.
  • Contribute to developing engineering design and delivery processes and standards.
  • Provide technical advice on engineering and operational issues and support facility condition assessments for water and wastewater operations.
  • Work across corporate and local business units.

Requirements

  • A bachelor's degree in civil, mechanical or environmental engineering, or a related field. Equivalent experience may be considered.
  • At least 4 years managing design projects and 2 years managing water or wastewater projects, including wastewater collection upgrades and water transmission or distribution work.
  • Experience with alternative project delivery methods such as design-build and integrated project delivery, and contracting methods such as guaranteed maximum price and reimbursable.
  • Strong project management skills across initiating, planning, executing, monitoring, controlling and closing.
  • Solid working knowledge of water and wastewater processes and treatment options.
  • Strong personal effectiveness, leading by example and involving employees and teamwork through participative management.
  • Strong communication, presentation and reporting skills.
  • Computer skills in MS Project, Google Suite and Oracle PeopleSoft. Experience with Oracle Hyperion or other planning, performance or budgeting tools is a plus.
  • Financial analysis skills, including budget management, ongoing project risk and opportunity assessment, and basic accounting.
  • A Professional Engineer (PE) license is recommended. PMP and/or construction management certification is a plus.
