Description

The company is a federal civilian division team looking for a Program Manager to lead a large, global data center and cloud services contract for the U.S. Department of State's Bureau of Diplomatic Technology.

The role covers 24x7x365 operations across geographically dispersed data centers and FedRAMP-authorized public and private cloud environments, with a focus on uptime, security, performance and modernization in line with State Department goals.

The job calls for leading large, diverse teams across several time zones, reporting with data and transparency, and working closely with the customer.

Responsibilities

  • Lead end-to-end delivery of platform engineering support services, covering converged infrastructure and cloud engineering, network engineering, data protection, monitoring, security infrastructure, procurement support, new product and service development, and special projects.
  • Turn State Department mission, policy and regulatory needs into practical roadmaps and measurable results, streamlining processes to cut delivery time and cost while better aligning mission and IT.
  • Build and mentor a multidisciplinary workforce across several sites and shifts, and pass knowledge on to government FTE counterparts and support contractors.
  • Set up clear governance, reporting and stakeholder engagement.
  • Run 24x7x365 enterprise data center and cloud operations, keeping systems available, monitoring proactively and resolving incidents and problems quickly.
  • Apply ITIL-aligned service management, and manage SLAs, SLOs, KPIs, MTTR and performance trends.
  • Oversee capacity and performance so CPU, memory and storage allocation stays sustainable and avoids over-provisioning, and drive automation for patching, compliance and configuration baselines.
  • Coordinate enterprise operations and distributed site operations across multiple data centers.
  • Keep the environment in continuous compliance with federal cybersecurity frameworks and State Department directives, and support ATO and continuous monitoring work.
  • Lead risk management, resilience, COOP and disaster recovery planning, and audit responses, and feed security posture reporting into operational dashboards.
  • Support FedRAMP compliance and related cloud security requirements.
  • Own program finances, staffing strategy, subcontractor oversight, and performance against cost and schedule baselines.
  • Drive workforce development, retention, ethics, compliance and succession planning.

Requirements

  • Experience with cloud services management, data center projects, digital transformation, hybrid cloud solutions and IT program management.
  • Bachelor's degree in information technology, computer science, engineering, cybersecurity, a related technical field or business. A master's degree is preferred.
  • 10+ years managing complex IT or network programs in global environments, including leading large, diverse teams.
  • Demonstrated delivery of large-scale data center and infrastructure modernization and cloud migration initiatives.
  • Project Management Professional (PMP) certification, and ITIL v4 or v5 Intermediate (Specialist or higher) certification or equivalent.
  • Working knowledge of emerging technologies such as AI, digital modernization, DevSecOps, cloud and cyber.
  • Proven success leading large, diverse, multi-site teams running 24x7x365 operations.
  • Proven experience with hybrid cloud (public, private and FedRAMP), enterprise data centers and ITIL processes.
  • Active Top Secret clearance.
  • US citizenship required.

Conditions

Based in Washington, DC, with hybrid work across multiple National Capital Region locations, at least 3 days per week in the office.

Full-time, 40 scheduled hours per week.
