  • Lead and direct cross-functional Integrated Program Teams (IPT) to hit cost, schedule and technical targets.
  • Build and maintain customer relationships to create new opportunities in the customer community.
  • Plan long-term strategy, capture activities, proposals and business plans to win new work.
  • Set up a program organization that meets customer needs and brings in the right internal and external sub-organizations.
  • Measure program performance and report it.
  • Present to customers, executive management and other stakeholders.
  • Take part in negotiating contracts, contract changes, specifications, operating budgets, milestones and key terms.
  • Set design concepts, criteria and engineering efforts for research, development, integration and test.
  • Write, review and finalize the program Statement of Work.
  • Identify, distribute, track and close out program requirements.
  • Create and keep the program and subordinate baselines.
  • Build budget baselines using Earned Value Management (EVM) or similar cost and schedule control methods and tools, and stay within them.
  • Identify, assign and manage program resources, including workforce planning.
  • Manage government or customer-furnished property and information, such as GFE and CFE.
  • Manage suppliers so they meet program objectives.
  • Make sure the team follows internal processes, policies and applicable industry standards.
  • Keep the team within contract scope and handle changes through control board activities.
  • Create and follow master plans and schedules.
  • Run thorough risk and opportunity management, covering identification, mitigation and realization.
  • These duties are not a complete list.

Requirements

  • Bachelor's degree plus 10 years, or a Master's degree plus 8 years, supporting U.S. Government contracts and customers and/or project management in other industries.
  • 4 years of proven success leading teams or organizations toward a shared goal. Professional, academic and other relevant settings count.
  • 4 years of leading work delivered on schedule, at cost and meeting all requirements, as project lead, on an integrated program team, or as cost account manager.
  • Active Top Secret clearance at the time of application, and the ability to obtain SCI level access.
  • Planning, Scheduling and Earned Value: you can start, build, integrate, run and control program plans and cost and schedule baselines that meet contract terms and stakeholder expectations.
  • Program Integration: you can coordinate the management activities and processes that connect program dependencies across the life cycle to finish the program successfully.
  • Preferred: active Top Secret clearance with SCI clearance.
  • Preferred: Project Management Professional (PMP) certification.
  • Preferred: experience in the space industry.
  • Preferred: experience producing small satellites.
  • Preferred: experience managing CPFF, CPIF and FFP contract types.

  • Preferred Issue and Problem Resolution: you take a systematic, proactive approach to spot, report, track and quickly resolve conflicts at every level of the program.
  • Preferred Proposal Management: you set proposal strategy, lead proposal teams, analyze and shape RFPs, deliver proposals that win, track Review Team comments, and handle post-submittal work such as orals and finding responses.
  • Preferred Quality: you plan and run a project quality system that puts prevention ahead of inspection and drives continuous improvement.
