Description

This senior principal role sits in enterprise IT and supports the Medicaid Management Information System for the New York State Department of Health. You act as deputy to the program's Chief Technology Officer and own technology strategy and enterprise architecture for one of the largest Medicaid claims processing environments in the country.

The environment pairs a long-running IBM z/OS core (COBOL, CICS, DB2 and nightly high-volume batch) with AWS cloud-native services, and you are expected to be credible on both as one architecture. The work runs under strict response-time and continuous-availability targets and HIPAA/HITECH and FedRAMP obligations.

The company is a global technology and professional services firm serving US government, defense and intelligence agencies. It has about 26,000 staff in more than 50 countries and works in AI, cloud, cyber and software development.

Responsibilities

  • Set and defend the architecture direction for the mainframe core and the cloud platform as a single design.
  • Keep a working grasp of the current mainframe estate (z/OS, COBOL, CICS, DB2, VSAM, JCL and the nightly batch cycle) so you can make design calls and challenge estimates.
  • Present the program's technical position to state Department of Health leaders through briefings, formal written responses, and answers to procurement and regulatory questions.
  • Give technical direction to and mentor the program's technical leads, covering security architecture and governance, and technical architecture and operations.
  • Chair the architecture, change and delivery-assurance review boards, and maintain standards, reference architectures and design patterns for both platforms.
  • Assess the architectural impact of new CMS and New York State rules on interoperability, prior authorization, claims attachments and reporting, and shape the roadmap and delivery plans to meet them.
  • Lead compliance against HIPAA/HITECH, NIST SP 800-53, FISMA and FedRAMP Moderate, including risk registers, corrective action plans, and audit and assessment responses.
  • Lead technology evaluation and vendor and licensing decisions, including mainframe software licensing and sustainment cost, and name lock-in and supply-chain risk explicitly.
  • Prepare executive status reports, technical documentation, roadmaps and risk analysis for program, corporate and client leadership.

Requirements

  • Bachelor's degree in computer science, information systems, engineering or a related field.
  • 10+ years of progressive experience in enterprise or solution architecture and technology leadership, acting as a senior technical authority on large, complex programs.
  • 5+ years as the accountable technical lead on programs of similar scale, delivering outcomes through engineers you did not manage.
  • Working knowledge of IBM z/OS: COBOL, CICS, DB2, VSAM, JCL, and high-volume batch scheduling, tuning and recovery.
  • Experience designing AWS cloud-native architecture, containers, infrastructure as code and enterprise-scale CI/CD.
  • Familiarity with enterprise architecture frameworks such as TOGAF or Catalyst.
  • Working knowledge of HIPAA/HITECH, NIST SP 800-53, FISMA and FedRAMP.
  • Understanding of healthcare data and transaction standards: X12 EDI, HL7 FHIR, NCPDP and claims adjudication workflows.
  • Experience with data platform architecture across transactional and analytic stores, integration and reporting.
  • You can work credibly on both the mainframe and cloud sides, moving from a COBOL batch design review to a cloud platform decision in the same day.
  • You can hold a decision and carry a position under pressure without escalating it, and commit the program in front of the client.
  • You have direct experience with government or state agency leadership and write formal positions that hold up to procurement, legal and audit review.
  • You will name compliance gaps, vendor lock-in and unsupported claims rather than defer to convenience.
  • You have supported large healthcare, Medicaid/MMIS or government programs with strict availability, security and privacy service level agreements.
  • You communicate well with executives, write clearly, and have managed vendors, budgets and multi-million-dollar scope.
  • Preferred: an MS in Information Technology or an MBA, which is strongly preferred.
  • Preferred: CISM, TOGAF, or AWS Certified Solutions Architect Professional.
  • Preferred: earlier hands-on experience as a developer or systems programmer.
  • Preferred: experience with CMS regulatory programs and state Medicaid agency governance.
