Description

The role owns delivery of the company's scope on a U.S. government customer's next-generation data platform program.

It is hands-on. You keep cost, schedule and contract deliverables under control while enhancement requests keep arriving, and you stay close enough to the technical work to make quick decisions.

The program builds flexible intelligence analysis capability across several security domains, echelons and partner environments. Analysts get one consistent experience from Top Secret down to Secret, with globally available data, shared analytic tools and a modern cloud architecture.

Responsibilities

  • Act as the everyday contact for the customer PM and customer engineering teams, and build relationships that resolve problems early.
  • Coordinate complicated technical situations across stakeholders, including cross-domain data flows, integration dependencies, ATO and accreditation timelines, and competing government and contractor priorities.
  • Manage delivery handoffs where the company's scope meets other contractor teams or the established platform vendor, including data-layer and integration work.
  • Lead and align company staff across functions and sites so work stays sequenced, staffed and unblocked.
  • Forecast cost and schedule, analyze variances, and produce monthly reports.
  • Own staffing: forecast demand, raise requisitions, manage clearance processing, and plan onboarding around a changing delivery plan.
  • Identify, track and mitigate risks and issues, keep the risk register current, and present it in program reviews.
  • Write, review and deliver contract data deliverables (CDRLs or the vehicle's equivalent) on time and to spec. Keep the deliverable calendar and run quality control before anything reaches the government.
  • Run the program cadence: sprint and PI ceremonies, technical interchange meetings, program management reviews and in-progress reviews.
  • Triage incoming enhancement requests, assess their cost and schedule impact, and raise trade-offs with the customer early.
  • Support new work capture, change proposals and rough order of magnitude (ROM) estimates as the program grows.

Requirements

  • Hold an active TS/SCI clearance.
  • Hold a bachelor's degree in engineering, computer science, business or a related field. Equivalent experience is considered.
  • Have 15+ years of relevant experience, including 5+ years managing DoD software, data or IT programs as a PM, deputy PM or technical lead.
  • Have prior support to CPE ISW, PEO IEW&S, PM IS&A, INSCOM or other Army intelligence programs.
  • Have owned cost, schedule, staffing, risk and CDRL (or equivalent) performance on a government contract.
  • Have worked directly with a government PMO and its engineering counterparts.
  • Understand modern DoD software acquisition paths, including the Software Acquisition Pathway, Other Transaction Agreements and BAA or Commercial Solutions Opening, not only FAR-based contracting.
  • Be fluent enough in modern software and cloud delivery to lead a technical discussion, challenge an estimate and translate between engineers and the customer.
  • Write clearly enough to produce customer-ready deliverables without a rewrite.

Conditions

Nice to have: PMP certification, or an Agile certification such as SAFe, CSM or equivalent.

Nice to have: familiarity with Army intelligence systems and the Intelligence Warfighting Function.

Nice to have: experience with multi-domain and cross-domain solutions, and with accreditation across TS/SCI and Secret enclaves.

Nice to have: experience in accredited cloud environments such as C2E, cARMY, IL5, IL6 or JWICS.

Nice to have: experience in a multi-contractor setting where another vendor holds a major part of the technical stack, such as the data platform or integration layer.

Nice to have: Earned Value Management experience, most relevant if the contract requires formal EVMS reporting.

Nice to have: proficiency with Jira, Confluence and standard DoD program management tools.

Pay range is $180,000.00 to $220,000.00.

Actual pay depends on factors such as geographic location, federal labor category, wage rates, experience, skills, education and certifications.

Benefits

  • Medical, dental and vision health coverage.
  • A health savings account that the company contributes to.
  • Yearly paid time off plus paid holidays.
  • Paid parental leave.
  • 401k with a generous company match.
  • Support for financial wellness, retirement planning, family assistance and continued education.
  • Training and development options.
  • Award programs.
  • Company-sponsored events.
  • Competitive pay and room for professional growth.
