Description

The Department of Housing Preservation and Development monitors housing standards in all 3.7 million homes in New York City.

As the largest municipal housing agency in the country, it builds and preserves affordable housing, protects tenants from harassment and displacement, and holds landlords to account in all five boroughs. Commissioner Dina Levy leads the agency under the Mamdani Administration, which is pursuing a housing agenda centred on tenants through enforcement, tenant resources and new affordable housing.

The agency's IT division aims to speed up work, cut manual processing and reduce costs through its core applications. It also gives decision makers complete and accurate information so they can respond to conditions in buildings, neighborhoods and the housing market.

The role oversees the technology behind Lead-Free NYC, the mayor's citywide effort to eliminate lead-based paint hazards in homes, with a focus on preventing lead exposure among children and families. The roadmap pairs stronger enforcement of existing laws with new prevention and mitigation programs across city agencies.

The team supports the enforcement and neighborhood services office, which applies the New York City Housing Maintenance Code and the New York State Multiple Dwelling Law. The division builds the tools that help that office run inspections, issue violations and correct emergency conditions.

Responsibilities

  • Lead several technology projects for Lead-Free NYC, including critical Lead Mandate applications, and provide project management and IT oversight for them.
  • Coordinate the agency's business and program areas, technology staff, vendors and other stakeholders.
  • Monitor progress and deliverables, and help gather requirements and set priorities for lead-related work.
  • Manage risks and issues, and make sure projects follow the division's technology governance and project management standards.
  • Work closely with the agency's technology and business groups so systems support Lead-Free NYC goals.
  • Turn Lead-Free NYC business requirements into technology tasks.
  • Lead the planning and delivery of Lead-Free NYC technology projects.
  • Manage resources and schedules for projects and programs.
  • Set deliverables, goals and milestones, and plan the schedule to meet them.
  • Direct the project engineering team and resolve conflicts within it.
  • Carry out team assessments and evaluations.
  • Solve project issues by engaging stakeholders.
  • Build risk mitigation and contingency plans.
  • Create and maintain technical and project documentation.
  • Work with technical managers to form and coordinate project staff.
  • Help senior management evaluate project management tools and review reporting approaches and standards.

Requirements

  • Have more than 4 years of project management or IT management experience.
  • Have more than 3 years of experience coordinating or supporting IT business processes.
  • Have more than 2 years of coding experience.
  • Understand several project management life-cycle methods, especially iterative development.
  • Have experience with scheduling and budgeting.
  • Preferred: strong collaboration, relationship management, communication and writing skills.
  • Preferred: good judgment, logical thinking and attention to detail.
  • Preferred: a proven ability to drive projects to completion.

  • Preferred: working knowledge of MS Project, MS Office and Windows.
  • Preferred: familiarity with the.NET framework, PowerBuilder, Java, Salesforce and Artificial Intelligence (AI).
  • Preferred: PMP (Project Management Professional) certification or an equivalent.
  • Education and experience, one of the following: a master's degree in computer science from an accredited college or university plus three (3) years of progressively more responsible, full-time, satisfactory IT experience, including applications development, systems development, data communications and networking, database administration, data processing or user services, with at least eighteen (18) months in an administrative, managerial or executive capacity in those areas or in supervising staff who perform them; or a baccalaureate degree from an accredited college or university plus four (4) years of the same experience; or a four-year high school diploma or equivalent plus six (6) years of the same experience; or a satisfactory combination of education and experience equivalent to those options.
  • All candidates must have at least a four-year high school diploma or equivalent and at least three (3) years of the experience described above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience.
  • Without a baccalaureate degree, undergraduate credits may replace up to two (2) years of required IT experience, at 30 semester credits for six (6) months of experience.
