Description

The Department of Social Services combines the administrative units of the New York City Human Resources Administration and the Department of Homeless Services.

The Information Technology Services group is the department's technology arm. It keeps both agencies running day to day, handles urgent issues, and plans longer-term work. It builds and improves the infrastructure and applications behind client eligibility and recertification, case management, housing, employment engagement, revenue-generating data matches, claims, and personnel.

The team is hiring two IT Project Specialists to work as Senior Programmer Analysts.

Responsibilities

  • Work with managers, senior programmers, support staff and product managers to plan code changes, enhancements and implementation for the IVRS systems.
  • Research and build advanced technical solutions across the full lifecycle of IVRS applications.
  • Lead complex IT projects on the IVRS management system that deliver working software using automated voice technology.
  • Run complex projects from start to finish: define scope, build and update project plans and work breakdown structures, and schedule deliverables, goals and milestones.
  • Spot and manage IT project risk, estimate resourcing needs, and get sign-off on deliverables. Experience with IVRS NICE CXOne or a similar platform is useful.
  • Oversee daily work across the development lifecycle for the legacy IVRS infrastructure, including design, coding, testing, rollout and upkeep.
  • Help with functional design and write documents for solutions that meet system security requirements. Build and deploy applications with the web-based tools and the telephony tools built into IVRS, then run user acceptance testing and document the test cases.
  • Carry out unit, integration and acceptance testing. Design reports, audit trails, logs and security controls so systems run correctly and safely, using tools such as Oracle, SQL, XML and.NET, among others.

Requirements

  • A bachelor's degree from an accredited college in computer science, engineering, human-computer interaction, interactive media, digital and graphic design, data visualization, communications or a related field, plus four years of full-time experience in the areas the role requires, with specialized knowledge of a relevant technology, process, methodology or domain.
  • An associate degree from an accredited college in one of the fields listed above, plus six years of full-time experience in the areas the role requires, with specialized knowledge of a relevant technology, process, methodology or domain.
  • A bachelor's degree from an accredited college plus eight years of full-time experience in the areas the role requires, with specialized knowledge of a relevant technology, process, methodology or domain.
  • Education and/or experience equivalent to any of the options above.
