Description

The company builds secure, multi-domain systems and technology for defense missions, with about 90,000 employees across all 50 states and more than 27 countries.

This Manager 3 role leads the EOIR (electro-optical and infrared) section of the systems engineering team in the Baltimore and Partnered Sites division of the engineering and sciences group.

The section has about 35 people and expects significant near-term growth and hiring.

The job splits your time evenly between people management and hands-on technical work, ideally in EO/IR technology.

Responsibilities

  • Set the section's strategy, training and career development approaches, and an innovation roadmap that match company objectives and team goals.
  • Lead and mentor front-line managers, set clear operating goals, and keep team work aligned with engineering targets, company policy and strategic priorities.
  • Oversee and support programs across the Baltimore business portfolio, making sure the right people, training and processes are in place for good outcomes.
  • Identify risks early and plan mitigation to protect technical performance, schedule and execution quality, and resolve technical and operational problems before they stall progress.
  • Participate as a technical contributor or technical leader on a program, preferably in EO/IR technology.
  • Provide technical support to programs in the EOIR portfolio.
  • Staff programs with qualified engineers and build a pipeline of talent through recruiting, development and retention.
  • Plan and carry out development strategies and set up mentoring relationships.
  • Coordinate EO/IR staffing and technical roadmaps across divisions and campuses.
  • Make a clear, appropriate case for EOIR people, tasks and needs.
  • Meet regularly with program leadership to line up strategies, and work with peer managers and senior business-unit leaders to strengthen the portfolio.
  • Keep enough engineering depth and breadth to absorb swings in business-area demand.
  • Work with minimal direction, using considerable judgement to set technical goals and methods.

Requirements

  • Bachelor's degree plus 8 years of experience, master's degree plus 6 years, or Ph.D. plus 4 years, in science, technology, engineering, mathematics or a related technical field.
  • U.S. citizenship is required.
  • You must be able to obtain and maintain an active U.S. Government Secret clearance.
  • You must be able to obtain Special Program Access (SAP).
  • Experience leading and developing engineering teams, including overseeing people, processes and tools, and handling recruiting, staffing, retention and mentoring.
  • Experience working with senior leaders, peers and cross-functional stakeholders to improve engagement, training and mission results.
  • Experience growing and keeping staff.
  • A technical background that lets you support EO/IR or a closely related program area.
  • Preferred: an advanced degree in science, technology, engineering, mathematics or a related technical field.
  • Preferred: an active DoD Top Secret clearance or higher, and the ability to obtain SAP.
  • Preferred: engineering leadership across design, integration and execution, with a record of building or expanding teams and sections.
  • Preferred: a track record of coordinating staffing and development across technical areas.
  • Preferred: experience engaging with developmental programs at TRL 3, 4 and 5.
  • Preferred: technical familiarity with EOIR programs and development.
  • Preferred: execution familiarity with Mission Next, ECD and/or CMAD.
  • Preferred: strong systems engineering skills, including requirements development and management.
  • Preferred: a strong grasp of the systems engineering lifecycle and development phases, supporting technical reviews, proposals and engineering change coordination.
