Description

The company is a digital consultancy that uses design and technology to help government agencies deliver better public services.

It supports the HHS Office of the Chief Information Officer (OCIO) across a growing set of high-profile digital modernization projects.

New work often arrives before its requirements, users, technical approach, or implementation plan are settled. Your job is to bring structure to that and take HHS from a problem or mandate to a usable strategy, roadmap, and delivered result.

The role covers two areas. Enterprise platform optimization means finding needs shared across HHS Divisions, shaping platform and integration strategy, setting scalable patterns, and supporting adoption of shared services. Modern digital services and applications means leading multidisciplinary teams that design, build, launch, and improve production-ready services, from discovery and prototypes through enterprise-scale rollout and ongoing operations.

You will own one or more workstreams and move between strategy and hands-on delivery. Some work starts with open questions about the problem, which Divisions are affected, and whether a shared or Division-specific solution fits. Other work involves existing applications with users, where the goal is faster feature development, integration, launch, adoption, and improvement.

Product managers at the company handle strategy, planning, execution, stakeholder management, and team health, working with researchers, designers, engineers, and client stakeholders. A technical product manager works where architecture, operations, and engineering tradeoffs shape decisions, such as enterprise platforms, cloud environments, APIs, data systems, integrations, and modernization.

Speed matters. Learn enough to act, show early work, test assumptions, and adjust as the team learns instead of waiting for perfect information.

The hiring process has a preliminary screen, a skills interview, a behavioral interview, and a reverse interview where you meet your potential team. It is usually four conversations over two to three weeks.

Responsibilities

  • Build and own the roadmap for digital services, from a first prototype to products that HHS and its Divisions depend on.
  • Help federal stakeholders align and reach decisions.
  • Turn needs from leadership and government partners into a product vision, objectives, and measures of success.
  • Work through technical decisions with engineers.
  • Ship early prototypes, collect feedback, and iterate quickly without waiting for complete requirements.
  • Write user stories, prioritize the backlog, and plan releases.

Requirements

  • Understand lean product principles, such as minimum viable product, and apply them across the product life cycle to reduce risk, test assumptions, and grow learning.
  • Build a product strategy grounded in the problem, focused on outcomes over feature lists, that sets direction over time through a roadmap with success criteria.
  • Split scope into valuable pieces that can ship sooner, and keep a prioritized backlog of validated user stories while running team ceremonies across iterations.
  • Understand human-centered design and use it to shape product direction.
  • Collaborate with people outside your discipline, including researchers, designers, and engineers, to get work done.
  • Manage clients and stakeholders in ways that build trust, alignment, and healthy environments for people and teams.
  • Know the strengths of software development methods such as agile and lean, and how to apply them.
  • Have product experience ingesting and normalizing data from many sources (APIs, batch exports, streaming), with enough technical depth to weigh warehouse and data modeling tradeoffs with data engineers.
  • Have worked on cross-functional teams (product, design, engineering, operations) delivering iteratively.
  • Share a mindset and work approach that fits the company's core values.
  • Nice-to-have: experience with multi-tenant cloud environments, enterprise platform consolidation, tenant rationalization, shared services, or cross-organizational platform adoption.
  • Nice-to-have: experience delivering data and analytics products, including ingestion, APIs, pipelines, warehouses or lakehouses, data modeling, and access controls.
  • Nice-to-have: experience building enterprise integration patterns such as identity and access management, single sign-on, APIs, and data-sharing workflows.
  • Nice-to-have: experience taking a prototype or internal tool through production hardening, launch, and ongoing operations.
  • Nice-to-have: experience modernizing legacy applications or replacing manual business processes with digital services.
  • Nice-to-have: experience supporting organizational change, product adoption, migrations, or onboarding to shared technology services.
  • Nice-to-have: experience delivering technology in government, regulated industries, large federated organizations, or public-benefit settings.
  • Nice-to-have: experience with federal CIO or enterprise IT organizations where technology ownership and decisions are spread across several components or business units.
  • Nice-to-have: a track record of staying aligned and accountable on remote teams.
  • You are still encouraged to apply if you do not meet every qualification but are excited about the role. The company considers a range of backgrounds and experiences.
  • Some roles are on federal contracts that require a degree or additional years of experience as a substitute.
  • All work must be done within the U.S., excluding U.S. territories.
  • You must be legally authorized to work in the U.S. now and in the future without sponsorship.
  • You must be able to obtain and maintain a public trust clearance.
