Description

The team is part of the company's Space Systems Missile Defense Integration group in Colorado Springs, CO, and is hiring a Staff Engineer Network (Project Manager) (EPM) (26-433).

The C2BMC program is a core part of the Missile Defense System. It gives the U.S. President, the Secretary of Defense, and combatant commanders at strategic, regional, and tactical levels a framework to plan missile defense operations, track battles as they unfold, and control networked sensors and weapon systems to meet global and regional objectives. It layers missile defense capabilities and connects and synchronizes autonomous systems worldwide.

The role supports the U.S. President, the Secretary of Defense, and combatant commanders at the strategic, regional, and operational levels.

You will lead the Networking Resource Managed Area and act as the lead technical authority for network infrastructure across C2BMC. You will run network engineering work, manage cost and schedule, build and lead a strong workforce, and make sure network solutions are modern, secure, and in line with program goals and Agile practice.

Responsibilities

  • Lead the Networking Resource Managed Area and direct every Agile Release Train commitment tied to network infrastructure and services.
  • Make sure technical backlog items are captured, prioritized, and broken into executable epics and capabilities, with enough staff to hit schedule, cost, and performance targets.
  • Act as the lead technical authority for network infrastructure, confirming that engineering solutions, test plans, and system baselines support program objectives and modern engineering practice.
  • Build and maintain the network section of the integrated program schedule, cost estimates, and risk and opportunity registers.
  • Own Earned Value Management and control account duties for the Networking RMA, covering planning, tracking, and reporting against baseline.
  • Recruit, select, train, and retain a high-performing networks team. Set expectations, assign work, run performance reviews, recognize strong work, and handle corrective or disciplinary action when needed.
  • Watch attrition closely and work to reduce it, keeping the workforce healthy and meeting current and projected demand.
  • Work closely with Solution Chiefs, other RMAs, Agile Release Trains, and external partners to clear dependencies, resolve issues, and align work across geographically spread teams.
  • Write and approve Basis of Estimates and proposal technical content for network work, checking that resources match scope and that commitments are realistic.
  • Lead risk and opportunity management for the network domain: identify, assess, track, and reduce network risks, and pursue opportunities that improve capability, affordability, and resilience.
  • Brief senior leadership, customers, and external stakeholders clearly and concisely, serving as the main spokesperson on network capabilities, progress, risks, and mitigation plans.
  • Champion Agile system and software development methods within the Networks RMA, driving continuous improvement, data-based decisions, and consistent use of Agile metrics.
  • Expand the use of digital engineering tools and practices, such as JIRA, Confluence, and Agility, to improve traceability, planning, and collaboration.
  • Travel to development, test, and operational sites as needed to oversee network work, run audits or technical reviews, and represent the program in customer and partner meetings.

Requirements

  • List your current security clearance and any IAT or relevant certifications on your resume, where applicable.
  • Hold a Bachelor's degree in Computer Science, Software Engineering, Network Engineering, Cybersecurity Engineering, Project Management, Mathematics, Physics, or a related field from an accredited university, plus 12 years of experience. A Master's degree in a related field, which is preferred, can be paired with 10 years of relevant work experience. 16 years of relevant work experience may be considered in place of a degree.
  • Hold a current, active, in-scope Government-issued Top Secret clearance at the time you apply. The clearance is required to start and must make you eligible to be read on to SCI.
  • Have 12 to 15 years of progressive engineering leadership on DoD programs. Direct involvement with C2BMC, the Missile Defense Agency, or related space and mission defense efforts is preferred.
  • Have a record of leading large, geographically dispersed engineering teams of roughly 100 or more people across several companies and subcontractors.
  • Have worked with Agile Release Trains and applied SAFe or other Agile methods in an operational program.
  • Have hands-on experience writing and approving Basis of Estimates, cost proposals, and technical baselines.
  • Have a strong background in Earned Value Management and cost and schedule risk analysis.
  • Have a proven track record delivering complex DoD systems, whether software, cyber, network, or hardware, on time and on budget while improving affordability and quality.
  • Have briefed senior leadership and customers directly, such as senior MDA officials and program executives, on technical status, risks, and opportunities.
  • Have influenced and coordinated work across external partners and prime contractors, and managed vendor and temporary agency staff.
  • Communicate and present well, with strong interpersonal skills.
  • Be proficient with Agile collaboration tools such as JIRA and Confluence, and understand modern digital engineering practices.
  • Preferred: SAFe Product Owner or Release Train Engineer certification, with demonstrated experience leading ARTs in a defense setting.
  • Preferred: direct experience with the Missile Defense Agency or C2BMC, including familiarity with their technical architecture, cyber engineering requirements, and operational concepts.
  • Preferred: background in network engineering, software development, or cyber engineering on large, secure communications and platform infrastructure.
  • Preferred: experience leading multi-company, multi-discipline teams that include prime contractors and temporary agency resources across several sites.
  • Preferred: expertise in digital engineering and model-based systems engineering tools, such as SysML, Cameo, and IBM Engineering Lifecycle Management, with a record of using them to boost productivity, integration, and traceability.
  • Preferred: advanced skill with Agile collaboration platforms and the ability to tailor toolsets to program workflows and reporting needs.
  • Preferred: a strong risk management approach, with a history of formally identifying, mitigating, and tracking technical risks and opportunities using EVM and other quantitative methods.
