It works across water, environment, energy, transportation and buildings, from advisory and planning through design, engineering, and program and construction management.

Responsibilities

  • Lead a team of Quality Inspectors, or carry out the inspections yourself when they are absent, checking contractors' workmanship, materials and equipment against the construction contract requirements.

  • Attend all on-site stakeholder meetings, including construction progress meetings, and the contractor's weekly project meetings.
  • Take part in tests, demonstrations and field instructions alongside the relevant personnel.
  • Keep complete records of field quality, safety compliance and project tracking, including daily reports, all defects and omissions, and photos showing progress and problem areas in your area.
  • Monitor the contractor's quality program to confirm it follows the plan throughout construction.
  • Tell the client about test failures and the corrective actions planned.
  • Oversee punch lists and join zero defect walkthroughs.
  • Escalate critical issues to the owner and see them resolved.
  • Contribute to monthly progress reports, summarizing significant test results.
  • Confirm tests run as scheduled, witness selected tests, check results, oversee retests when needed and keep the test records.
  • Carry out investigations and tests of considerable complexity.
  • Review the CPM project schedule and understand the scheduled activities.
  • Review RFIs, shop drawings and construction submittals for compliance.
  • Manage construction closeout.

Requirements

  • Minimum: Active Construction Quality Management (CQM) certification from USACE or NAVFAC.
  • Minimum: Experience managing quality during construction and closeout within an integrated program or construction management team, on mid to large government programs with life-cycle budgets from $10M to $500M.
  • Minimum: A proven record in project supervision and construction management with a focus on quality assurance and control.
  • Minimum: Experience with closeout, including punch list management and final inspections, and the willingness to work flexible hours, including weekends and holidays, as needed to finish the project.
  • Minimum: US citizenship is required because of the nature of the work.
  • Preferred: A master's degree in civil engineering, quality management or construction management.
  • Preferred: 15+ years of QA/QC experience on large infrastructure projects, or equivalent work experience and education in construction management or a similar role.
  • Preferred: Strong communication and interpersonal skills, including negotiation.
