Description

The company is the largest public housing authority in North America, serving more than 500,000 New Yorkers through Section 9 public housing and Section 8 voucher programs.

Its IT department builds and runs the systems, data and digital services that residents, frontline staff and business partners use every day.

This senior director role reports to the Vice President of Enterprise Solutions Management and leads delivery of critical projects, application enhancements and enterprise technology initiatives across a varied business application portfolio.

The role sits within the CRM Modernization program and supports the Leased Housing (Section 8) and public housing programs by replacing older CRM and case management systems and delivering technology for Section 8 applicant, participant and owner services, including eligibility, recertification and HUD-mandated processes.

You will lead two teams that span functions: Customer Relationship Management (CRM) and Modern Applications. Their portfolio includes Siebel CRM, IBM i/AS400, custom.NET applications and Salesforce. You will turn these teams into accountable product teams with named owners, managed backlogs and disciplined releases.

Responsibilities

  • Lead or act as technical lead for initiatives that modernize, transform or replace legacy systems, including integration designs using APIs and enterprise middleware.
  • Set direction for modern application delivery:.NET standards, secure coding, DevOps, and SaaS lifecycle management covering configuration over customization, vendor release uptake, licensing, roadmap alignment and enterprise integration.
  • Hold regular portfolio and delivery reviews with senior business and IT leaders to confirm priorities, check project health, manage risk and reprioritize as needs change.
  • Assess troubled initiatives and recommend whether to continue, restructure, pause or stop them.
  • Track budgets, resource use and funding for positions and activities paid from multiple programs, keep them aligned with approved plans and funding rules, and address variances early.
  • Drive root cause analysis for repeat production defects, enforce UAT and testing standards, and confirm with business users once fixes are deployed.
  • Manage system integrator and managed service vendors on deliverable quality, contract compliance and knowledge transfer to staff.
  • Design team structures, staffing plans and recruiting strategies to meet delivery goals, and coach and develop managers and technical staff.
  • Build a culture of accountability, collaboration, continuous improvement, customer service, learning and innovation, and reduce dependence on single individuals for legacy platforms.
  • Build trusted relationships with executives and partners in Leased Housing, Operations, Finance, Human Resources and Law, advising on delivery and aligning priorities with business outcomes and compliance duties.
  • Work with enterprise architecture, strategy and governance, infrastructure, cybersecurity, IT service management and business teams so solutions meet standards, security needs and long-term goals, with clear ownership and end-to-end accountability for cross-platform issues.
