Description

The company is hiring an experienced program manager to lead mixed-discipline teams that deliver complex engineering, design and infrastructure work for DOE national laboratories and specialized nuclear research sites. You will hold overall program leadership, technical oversight, client relationships, and contract and financial accountability for projects in nuclear research, fusion energy and specialized laboratory facilities.

You may work from the cities listed in this posting, but you will need to travel to DOE facilities from time to time, sometimes for extended stretches when program delivery requires it.

The company is a Fortune 500 firm working in water, environment, energy, transportation and buildings. It reported $16.1 billion in revenue for fiscal year 2025 and employs over 50,000 people worldwide.

Responsibilities

  • Serve as the company's main program leadership contact, managing scope, schedule, budget, staffing, quality and contract performance.
  • Lead engineering teams and specialized subcontractors across structural, mechanical, electrical, process, instrumentation and controls, and nuclear engineering.
  • Oversee work on nuclear safety systems, radiological ventilation, structural design, process systems, and instrumentation and controls, confirming it meets DOE orders, NQA-1 and applicable federal rules.
  • Run project finances, including budgets, forecasts, invoicing, cash flow and profitability.
  • Coordinate Documented Safety Analyses, commercial grade dedication, procurement specifications and technical reviews.
  • Keep qualified Key Personnel and named alternates in place for the full contract period.
  • Prepare technical approaches, staffing plans, schedules and cost estimates for task order proposals.
  • Support laboratory modernization, infrastructure renewal and operational readiness while keeping the mission running through facility upgrades.
  • Build lasting relationships with DOE, laboratory leadership, federal contractors and industry partners to find program growth and business opportunities.
  • Coach technical and project management staff for long-term continuity, and bring in new engineering methods and digital tools.

Requirements

  • Bachelor's degree (BA or BS) in engineering, architecture, construction management or a related technical field, plus ten years of related experience. Equivalent experience or education is accepted, including two years in a leadership role.
  • Experience with federal contracting, project controls, financial management and quality assurance, covering DOE facility requirements, nuclear safety practice and standards such as Integrated Safety Management.
  • Preferred: Professional Engineer (PE) license or Project Management Professional (PMP) certification.
  • Preferred: managing multidisciplinary engineering teams and projects of similar scope and complexity.
  • Preferred: direct work with DOE national laboratories or other nuclear and fusion research facilities.
  • Preferred: managing engineering services under DOE Basic Ordering Agreements or IDIQ contracts.
  • Preferred: familiarity with DOE-STD-3009-2014, NQA-1 and commercial grade dedication.
  • Preferred: experience with nonreactor nuclear facilities, radiological systems, hot cells and remote handling equipment.
  • Preferred: support for operating research labs where mission continuity and safety are critical.
  • Preferred: existing relationships within the DOE national laboratory community.
  • Preferred: proven success growing federal programs and winning new task orders.
