Description

The company is a fast-growing business that supports the Department of Defense and other intelligence agencies worldwide, building mission-critical national security systems.

The company is hiring a Program Manager in Springfield, VA.

You will be the senior contractor leader for the DHS NCCS 2.0 program, owning its overall management, delivery, performance and ongoing improvement across network operations, cloud and platform services, cybersecurity operations, service management, field engineering, surge support and related program management.

You will be accountable for cost, schedule, technical performance, quality, staffing, service levels and communications across the IDIQ and its Task Orders, and you will be the main contractor contact for DHS leadership, Components, subcontractors and corporate management. The statement of work puts contract management responsibility on the contractor for these outcomes.

This is an upcoming opportunity that depends on contract award.

Responsibilities

  • Lead all NCCS 2.0 work across every statement of work area and Task Order, so network, cloud and platform, cybersecurity, PMO, field engineering and surge support run as one integrated effort.
  • Plan, organize and oversee integrated IT services, projects, operations, deliverables and people, and answer for cost, schedule, performance, quality, risk and customer satisfaction.
  • Act as the senior contractor point of contact for the DHS Contracting Officer, the COR, OCIO and CISOD leadership, Government technical leads, DHS Components, subscribers and other stakeholders.
  • Oversee round-the-clock, 24x7x365 service delivery, including Tier 1 and Tier 2 coverage, escalation to designated Tier 3 staff, continuity across geographically spread teams and compliance with Task Order service levels.
  • Lead staffing, including the Staffing Plan, personnel moves, recruiting support, Entry on Duty, clearance and suitability requirements, certification compliance, vacancies, retention, backfill and surge hiring.
  • Make sure enough qualified, cleared people are available for operations, including staff supporting Secret, Top Secret, SCI and SAP environments where individual Task Orders require them.
  • Manage subcontractors and teaming partners and make sure their work meets contract goals and Task Order service levels.
  • Oversee costs, budgets, billing and invoicing, Task Order financial performance, other direct costs, ROM estimates, resource forecasts and program-level financial controls.
  • Prepare and deliver the required Monthly Progress Report and Monthly Financial Report, covering labor utilization, direct costs, technical progress, schedule status, travel, concerns and recommendations, planned versus actual costs, CLIN spending, obligations, expenses and financial trends.
  • Set up and run program governance across performance, risk and issues, communications, records, service, quality, configuration and change management, and contract reporting.
  • Develop and continually improve business and service processes that follow ITIL v4, CMMI for Services, NIST CSF, NIST SP 800-53, DHS SELC, DHS CSP, DHS 4300A/B and other applicable DHS and FCEB requirements.
  • Lead transition-in and transition-out so operational responsibility moves without disrupting DHS operations or service delivery.
  • Oversee Business Continuity, Disaster Recovery, COOP, communications, performance metrics, continuous service improvement and other required plans and deliverables.
  • Track performance against SLAs, KPIs, service metrics, staffing needs and Task Order goals, spot emerging risks and take corrective action.
  • Make sure resources can be moved as workload changes, and keep reach-back access to technical SMEs, vendors and teaming partners for urgent needs.
  • Oversee surge operations, fly-away teams, incident response readiness and short-notice deployments.
  • Lead the response to major cybersecurity incidents, network outages, continuity events and other mission-critical situations, coordinating contractor resources and executive communications.
  • Make sure senior staff and Tier 3 SMEs support escalations, mentor others, provide technical leadership and transfer knowledge to Tier 1 and Tier 2 staff, rather than doing lower-tier operational work as a routine.
  • Lead customer engagement, executive reviews, formal program meetings, performance reviews and corrective-action work.
  • Make sure agendas, minutes, status reports and other contract communications are prepared and submitted on the SOW timelines.
  • Drive continuous service improvement, automation, standardization and operational maturity, keeping proposed changes aligned with DHS mission needs.

Requirements

  • 10 years of cybersecurity management experience, including managing contracts or programs of similar size, scope and complexity and overseeing technical and management teams.
  • Preferred: demonstrated experience running large Federal IT or cybersecurity programs with 24x7 operations, SOC or NOC environments, network and cloud operations, cybersecurity incident management, cleared workforces, geographically dispersed staff, subcontractors, financial and contract reporting, ITIL-based service management, SLAs and KPIs, and rapid staffing or surge demands.
  • Certified Project Management Professional (PMP).
  • Certified Information Systems Security Professional (CISSP).
  • Active Top Secret and SCI security clearance.
  • United States citizenship.
  • Keep applicable security clearances at the level the client requires, along with any certifications requested by the company, its clients, customers or prime contractors.

Conditions

Salary range: $185,000 - $225,000 USD.

The company provides equal employment opportunity to all employees and applicants, does not make employment decisions on the basis of protected characteristics, and does not use AI tools in its decision-making.

  • Group life and AD&D insurance, plus voluntary life and AD&D coverage.
  • Short-term and long-term disability insurance.
  • Health Savings Account and Flexible Spending Account for health and dependent care.
