The company is hiring a Lead Technical Program Manager for Fraud Technology to set technology governance, architecture direction and delivery for its enterprise fraud prevention work.
You act as the technical authority across engineering squads, data science teams, core platform services and risk and compliance partners, managing the dependencies between them.
The programs run into the multi-million-dollar range and move from early architecture discovery to production. You need to understand how sub-functional units connect end to end and how to get diverse groups working toward shared goals.
Responsibilities
Plan, execute and govern delivery for mission-critical programs within the Fraud Technology Book of Work.
Set program milestones, critical paths and deliverable commitments across several agile squads and distributed platforms that mix legacy and modernized systems.
Spot technical bottlenecks, architecture conflicts and resource limits early, then build and run mitigation plans.
Set strict Definition of Done criteria, release readiness standards and cutover plans for high-throughput, ultra-low-latency financial transaction systems.
Lead trade-off discussions that weigh business priorities, customer experience, platform strategy, performance targets and long-term maintainability.
Run architecture reviews and agree interface designs (REST/SOAP APIs, Kafka and event-driven streaming) and binding cross-team integration contracts.
Apply working knowledge of microservices, distributed API protocols, hybrid cloud and on-premise infrastructure, and resilient data layers.
Use generative AI and automation to streamline program management: summarize technical discussions, action items and Architectural Decision Records (ADRs), produce executive dashboards, release notes and milestone variance analysis, and standardize AI-driven practices, prompts and reporting templates across teams.
Act as the main link between engineering and executive leadership, explaining delivery health, trade-offs, blockers and architectural risk in business terms.
Build alignment and negotiate with stakeholders across units without direct reporting authority.
Write executive one-pagers, steering committee decks and risk heatmaps, and brief senior leaders at MD and C-suite level.
Build working relationships with business units, external vendors, operations, internal audit and technology peers.
Find, track and fix program risks, architecture weaknesses and control gaps at every delivery tier.
Make sure work complies with SDLC governance, architecture review board standards, data governance policies and regulations such as OCC, Federal Reserve, PCI-DSS and Model Risk Management rules.
Protect operational resilience and release integrity by enforcing no unauthorized changes, automated rollback and strict incident management.
Requirements
8+ years in technical program management, technology project management, engineering delivery or technology leadership on large enterprise initiatives.
2+ years supporting payments, fintech, fraud prevention, risk or other heavily regulated technology, using Agile, Scrum, SAFe or hybrid delivery.
Solid grasp of modern architecture, including microservices, REST/SOAP APIs, event-driven designs (Kafka/MQ), hybrid cloud and on-prem setups, and distributed databases.
Track record coordinating cross-functional teams, managing dependencies, following critical-path milestones and handling vendor integrations in matrixed organizations.
Proven record taking complex technology work from planning through production deployment.
Preferred: PMP, PMI-ACP, CSM, SAFe or comparable project or program management certification.
Hands-on use of Jira, Confluence, Jira Align, MS Project and ServiceNow.
Preferred experience with AI productivity tools such as Copilot, LLMs or enterprise AI platforms for reporting, documentation, meeting summaries and delivery management.
Skill at running stakeholder discussions, building consensus and influencing technical and business partners across functions.
Clear written and spoken communication that turns technical detail into business-focused messages.
Strong analysis and problem-solving, with the ability to juggle competing priorities and work through ambiguity.
Bachelor's degree in Computer Science, Software Engineering, Information Systems, Business Technology or a related field. Master's degree preferred.
Delivery management, project management and stakeholder management skills.
