Description

The company is hiring a senior business analyst for a contract supporting the Department of State.

The contract provides IT support by modernizing and maintaining applications and infrastructure through an integrated IT service management approach.

You will work with experienced professionals, guide a high-performing team, and help support a program of national importance.

Responsibilities

  • Prepare portfolio-level contract status reports that pull together metrics from several teams, track epic progress, and give executives strategic insight.
  • Organize and run weekly planning sessions, PI planning events, and large-scale big room planning with portfolio teams using Kanban boards and integrated dashboards.
  • Make sure trip reports record strategic portfolio outcomes, including architecture runway decisions, solution validation findings, and alignment with the product vision.
  • Design and build advanced portfolio dashboards that show program increment progress, feature delivery flow, and value stream metrics in real time.
  • Keep quarterly spend plans current, using rolling-wave projections, velocity-based forecasts, and variance analysis.
  • Run thorough operational readiness reviews before major releases, lead solution demonstrations, and drive portfolio-wide continuous improvement.
  • Set up performance measurement frameworks covering Net Promoter Score (NPS), lead and cycle time, flow efficiency, and quality indicators.
  • Assess portfolio strategy and rank new product opportunities using weighted shortest job first (WSJF) analysis, cost of delay, and business value assessments.
  • Turn the enterprise architecture vision into concrete enabler epics for portfolio teams, and keep business capabilities aligned with technical implementation.
  • Evaluate infrastructure modernization options, build migration strategies using minimum viable architecture (MVA) approaches, and recommend how to adopt cloud.

Requirements

  • Required: A bachelor's degree plus 8 years of experience in related areas such as business analysis, systems analysis, portfolio management, agile transformation, or IT program management. Equivalent experience is considered.
  • Required: An active Secret clearance.
  • Required: Proven experience with the Scaled Agile Framework (SAFe), portfolio management, agile release train coordination, and program increment planning.
  • Required: A track record of leading cross-functional teams, running large-scale planning events, and coordinating several agile teams across complex IT portfolios.
  • Required: Strong strategic thinking and analytical skills, with advanced proficiency in an agile portfolio tool such as Jira Align, Rally, or VersionOne.
  • Required: Excellent leadership, with experience planning and leading major business analysis initiatives as a subject matter expert. You may supervise staff.
  • Desired: Prior experience supporting federal agencies, particularly the Department of State.
  • Desired: Professional certifications such as SAFe Program Consultant (SPC), SAFe Agilist (SA), Certified Business Analysis Professional (CBAP), or PMI Portfolio Management Professional (PfMP).
  • Desired: Experience implementing SAFe at the portfolio level, including lean portfolio management, strategic themes, and value stream identification.
  • Desired: Knowledge of federal IT investment management, enterprise architecture frameworks such as TOGAF and FEAF, and DevSecOps in cloud environments.
