Description

The agency oversees housing standards for all 3.7 million homes in New York City.

It is the largest municipal housing agency in the country. It builds and preserves affordable housing, protects tenants from harassment and displacement, and holds landlords accountable in all five boroughs.

Led by Commissioner Dina Levy within the Mamdani Administration, the agency is pursuing a tenant-focused housing agenda. It uses standards enforcement, tenant resources, and new affordable housing to make the city more affordable for renters and homeowners.

The Office of Housing Access and Stability (HAS) includes five divisions: Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. Its goal is fair, efficient, and transparent access to affordable housing through subsidies, placement services, and tools, and it helps vulnerable households in subsidized housing stay safely housed. The office focuses on expanding housing choices, furthering fair housing, and stabilizing building finances.

The Division of Budget and Program Operations (DBPO) supports the Divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, and Policy and Program Innovation. Its work includes program budgeting and planning, staffing and procurement support, the Housing Quality Enforcement program and related inspections, and technology initiatives and analytics across the office, including support for key systems used by internal and external stakeholders.
