Description

The civil service title for this role is Administrative Engineer 2.

The agency's bridge division manages the full life cycle of over 800 bridges and tunnels and over 600 retaining walls, with a focus on public safety and mobility. Its engineers handle major designs, construction and maintenance oversight, engineering reviews, and quality assurance on some of the city's best-known and most complex projects.

The role is an environmental compliance lead for the environmental side of bridge capital construction and rehabilitation projects. You will keep work compliant with federal, state and local rules, coordinate cleanup and permitting, and guide projects from planning through design and construction. The job mixes compliance, project management, regulator liaison, field oversight and technical leadership.

You will help the team deliver bridge projects on time and within the rules.

Responsibilities

  • Run environmental compliance for bridge construction and rehabilitation work, covering hazardous materials, contaminated sites, stormwater, wastewater, dredging and in-water activity.
  • Liaise with local, state and federal regulators on permits, environmental reviews, cleanup and mitigation plans.
  • Direct environmental assessments and regulatory reviews, including Phase 1/11 ESAs, NEPA, SEQRA, CEQRA and ULURP.
  • Lead stormwater and MS4 compliance by reviewing SWPPPs, controlling erosion, running inspections and keeping records.
  • Carry out site visits, check contractor compliance, and represent the agency at project meetings and public engagement sessions.
  • Oversee hazardous waste, chemical inventories, wastewater discharge permits, environmental reporting and facility compliance.
  • Put agency environmental policies, standard operating procedures and compliance programs into practice across bridge facilities.
  • Manage environmental consultant contracts, budgets, change orders and payments, and oversee bridge coating inspections and remediation work.
  • Write technical reports and regulatory interpretations, and propose solutions to difficult compliance and remediation problems.

Requirements

  • Hold a bachelor's degree in civil or environmental engineering.
  • Hold a valid New York State Professional Engineer license.
  • Have 10 years of experience handling complex environmental issues during the design and construction of bridges or heavy civil work.
  • Have at least 5 years of supervisory experience guiding staff on engineering and technical matters.
  • Hold 40-hour OSHA, HAZWOPER and SSPC/AMPP C3/C5 certifications.
  • Hold a valid New York State Professional Engineer license and have 6 years of full-time, satisfactory experience in chemical, civil, electrical, environmental or mechanical engineering, or plan examining work.
  • Have at least 2 years of that experience in an executive, managerial or administrative capacity.

Conditions

You must be serving permanently in the title, or be reachable on the list, to be considered.

The job is based at 55 Water St, New York, NY 10041.

Hours are 8:00AM to 4:00PM, Monday to Friday, within a 35-hour base work week.

Depending on the position, you may work up to 2 days a week from home.

Appointments are subject to OMB approval.

The city hires without regard to protected status and bars discrimination and harassment on those grounds.

Benefits

  • Premium-free health insurance, which a 2024 assessment found saves employees over $10K a year.
  • Additional health, fitness and financial benefits may be available, depending on the associated union or benefit fund.
  • A public sector defined benefit pension that pays steady monthly amounts in retirement.
  • A college savings plan and pre-tax commuter benefits.
  • A tax-deferred savings program and wellness programs.
  • Likely more job security than private sector employment.
