Description

The team runs the SIPRNet Lab at Spectrum Center, keeping it operating, secure and accredited, and supports the other collateral classified labs on campus.

As project manager and Information System Owner, your main job is keeping the lab accredited and running, and making sure programs that need it get support and access.

You will also help Program Managers who own collateral classified labs by working closely with IT and Cybersecurity and applying a solid understanding of classified system rules.

You will work with people at every level of the company and with government customers. Some knowledge of how government contracts work and of Earned Value Management helps you keep the budget under control.

The role suits a self-starter who works without close supervision, makes cold calls, and digs through government publications to find answers.

Responsibilities

  • Serve as Information System Owner and the main contact for the SIPRNet Lab, representing every participating Program Manager.
  • Own system accreditation and operation, including keeping enough budget in place.
  • Lead the weekly meetings that coordinate the lab support team.
  • Work with Industrial Security to keep physical and personnel security compliant.
  • Work with Cybersecurity to meet all information and cybersecurity requirements.
  • Learn how the SIPRNet circuit works with the government, what DoDIN connected systems require, how the lab relates to Program Managers, and business topics such as budget and the Zero Cost Pool.
  • Lead the monthly budget meetings and the annual budget planning.
  • Build and maintain relationships with Program Managers, business leaders, government sponsors, and management in Industrial Security, Cybersecurity, and IT.
  • Find ways to meet technical and business goals at the lowest cost to the customer.
  • Respond quickly to support needs while holding users to the lab and site policies, balancing business goals against security requirements.
  • Control access to the lab and its networks.
  • Tell Program Management stakeholders and the sponsoring government office about any likely effects on system availability.
  • Keep ownership of all lab equipment.
  • Serve on the Incident Response Team, reporting and resolving security violations and incidents.
  • Keep records in SharePoint and track lab tasks in JIRA.
  • Take on other duties needed to support the labs and the support team.

Requirements

  • 8 years of experience with a bachelor's degree in science, 6 years with a master's, or 4 years with a PhD.
  • Hold a current, active U.S. Government Secret clearance.
  • At least 5 years of experience leading program or project teams.
  • At least 5 years of experience working in science, technology, engineering or mathematics (STEM).
  • Strong communication skills and the ability to use Microsoft tools to build presentations and policy documents for outside entities.
  • Hold a cybersecurity certification such as Security+ or higher, or be able to earn one within 6 months after hire.
  • Experience with the NIST Risk Management Framework (RMF).
  • Preferred: Cost Account Manager (CAM) experience or training.
  • Preferred: program management experience.
  • Preferred: a master's degree, ideally in a STEM field, or 10 years of related professional or military experience.
  • Preferred: a cybersecurity certification such as CISM or higher, or the ability to earn one within 6 months after hire.
  • Preferred: DoW experience, especially in IT or cybersecurity, or work with higher echelons.

Conditions

A Secret clearance is required before start.

No relocation assistance is available.

Travel is required about 10% of the time.

The base salary range is $156,400.00 to $234,600.00.

The range is a general guideline. Base pay depends on the scope and responsibilities of the role, your experience, education and skills, and current market conditions.

The application period is estimated at 20 days from the posting date, and may be shortened or extended depending on business needs and the availability of qualified candidates.

  • Annual bonuses reward individual contributions and let you share in company results.
  • Vice President and Director roles may be eligible for long-term incentives.
  • Health insurance, life and disability insurance, a savings plan, company-paid holidays, and paid time off (PTO) for vacation or personal business.
