Description

The Department of Social Services (DSS) brings together the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA works to reduce poverty and income inequality by giving New Yorkers in need core benefits, including Food Assistance and Emergency Rental Assistance. DHS works to prevent and end homelessness in New York City through a range of new approaches that help families and individuals leave shelter and become self-sufficient as fast as possible.

Information Technology Services (ITS) is the technology group serving both agencies. It handles day-to-day, urgent, and long-term technology needs, builds and upgrades the infrastructure and applications behind HRA and DHS, and delivers systems for client eligibility and recertification, case management, housing, employment and work engagement, revenue-generating data matches, claims, and personnel.

ITS is hiring one Senior IT Architect to work as a Senior IT Solution Architect.

Responsibilities

  • Build and maintain enterprise solution architecture deliverables, including system, business, data, security, integration, and technology diagrams, and present them to stakeholders.
  • Turn business needs into a target-state architecture, technical standards, design options, and implementation guidance for DSS systems and digital platforms.
  • Set architecture direction and technical planning for major DSS initiatives, such as ACCESS HRA, Paperless Office Systems, Curam-related work, and new software products.
  • Guide project teams through design, development, testing, deployment, documentation, training, and operational readiness.
  • Run product evaluations, proofs of concept, and technical assessments for software and platforms that support strategic goals.
  • Recommend solutions using SaaS, IaaS, and PaaS cloud models, web and mobile frameworks, multitier application frameworks, microservices, APIs, event-driven architecture, and predictive analytics.
  • Produce gap analyses, investment roadmaps, and future-state capability models for DSS technology ecosystems.
  • Find serious weaknesses in the ITS environment and propose improvements to architecture governance, technology standards, decision rights, accountability, and enterprise design practice.
  • Act as technical lead or IT project manager on medium and large technology initiatives: plan the work, coordinate assigned staff, hold status meetings, manage risks and issues, and report progress, decisions, and implementation status to stakeholders.
  • Keep major applications reliable and resilient through regular health checks covering business continuity, disaster recovery, backups, recovery testing, data integrity, and cross-platform dependencies.
  • Attend senior leadership meetings, serve as the technical reference for Curam-related design, development, testing, and deployment, and give technical input on estimating functional scope.

Requirements

  • Either a baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics, or a related field, plus six years of satisfactory full-time experience in enterprise architecture, solutions architecture, network architecture, and/or IT infrastructure systems.
  • Or a baccalaureate degree from an accredited college, plus ten years of satisfactory full-time experience in enterprise architecture, solutions architecture, network architecture, and/or IT infrastructure systems.
  • Or education and/or experience equivalent to either option above.

Conditions

Hours are 9:00am to 5:00pm.
