Description

The role sits within a city department made up of two administrative units. One works to fight poverty and income inequality by delivering benefits such as food assistance and emergency rental aid. The other works to prevent and end homelessness by helping families and individuals leave shelter and become self-sufficient as quickly as possible.

The Office of Performance Management and Data Analytics reports on and analyzes data for these programs and builds performance management systems that benchmark operations and outcomes, so managers can make data-driven decisions.

City Research Scientists are the office's main contact with program areas. Each manages a set of reports that track progress toward program and agency goals, keeps managers informed on a regular schedule, creates new reports, turns administrative data into indicators, maintains existing reports and runs ad hoc analyses.

This is one City Research Scientist-II opening, working as a Project Manager.

Responsibilities

  • Analyze large administrative datasets to guide operations and policy, including reviewing legislative proposals, budgets and policy initiatives and their effect on the department's programs.
  • Work with business analysts to program and automate new performance management reports and data products, and refine them based on feedback as business needs change.
  • Choose planning analyses and research projects that improve agency and program initiatives, identify issues suited to research or evaluation, and produce policy and program options for decision makers using data techniques and research methods.
  • Pull data from source systems, compile and organize it, build applications and automate reports for performance management, and assess new or changed system requests by producing supporting data and matches.
  • Build reports in Power BI, SQL, PL/SQL on Oracle and MS SQL Server.
  • Support the technical side of research projects that enhance agency and program initiatives.
  • Take on special projects as assigned.

Requirements

  • For Assignment Level I, which covers only physical, biological and environmental sciences and public health: a master's degree from an accredited college or university specializing in a relevant field of physical, biological or environmental science or public health.
  • For Assignment Level II and above, one of the following: a doctorate from an accredited college or university specializing in a relevant field of physical, biological, environmental or social science, plus one year of full-time supervisory, administrative or research experience in that field.
  • For Assignment Level II and above, one of the following: a master's degree from an accredited college or university specializing in a relevant field of physical, biological, environmental or social science, plus three years of responsible full-time research experience in that field.
  • For Assignment Level II and above, equivalent education and/or experience to either option above, but you must hold at least a master's degree in a relevant field and have at least two years of the research experience described in the master's option. Two years as a City Research Scientist Level I can replace the experience required in either option.

Conditions
