This role is the Government's main contact and provides executive-level leadership on the DFAS Enterprise Services Labor Initiative (ESLI) contract, which supports the Common Computing Environment (CCE). You will run all contractor operations and answer for contract performance, making sure IT infrastructure, cybersecurity, and enterprise services are delivered well across several DFAS locations.

The role is based in the Indianapolis, IN area.

Responsibilities

  • Act as the single point of contact for the Government, covering management, direction, financial reporting, quality assurance, and leadership for all contract work.
  • Lead and supervise a technical workforce of more than 40 people across program management, infrastructure and cloud engineering, security operations, CSSP, and information assurance.
  • Answer for contract performance against the Performance Requirements Summary (PRS) and make sure every service level objective is met.
  • Write and carry out the Program Management Plan (PMP), Quality Control Plan (QCP), Risk Management Plan, and all other required contract deliverables.
  • Brief DFAS senior management each quarter on engineering, operations, teleservices, CSSP, and IA technology.
  • Work with the DFAS COR, TPOC, and Configuration Control Board (CCB) on all infrastructure changes and project rollouts.
  • Make sure all CCE operations follow DoD, DISA, JFHQ-DODIN, and U.S. Cyber Command directives.
  • Handle transition work, staffing, and filling vacancies within the 30-day PWS timelines.
  • Manage invoicing, labor reporting, and cost controls.
  • Support DFAS Continuity of Operations (COOP) and Disaster Recovery planning and exercises.

Requirements

  • At least 10 years of experience running IT initiatives of similar nature, scope, and complexity for DoD or other U.S. Government agencies.
  • A record of leading IT teams of 40 or more people.
  • Experience running large operations that include user systems, integration, and training across varied operating environments.
  • Experience in quality assurance, including tracking customer satisfaction, monitoring user complaints, and running quality control programs.
  • Strong written and verbal communication, with experience briefing senior Government officials.
  • Proven ability in manpower utilization, procurement, resolving training issues, and employee relations.
  • Financial analysis experience and knowledge of project structure, planning, and scheduling, including WBS and activities.
  • Ability to support COOP exercises and emergency operations.
  • Certifications: PMP and CISSP (or equivalent per 801 A). Computing Environment (CE) certification is required for privileged access roles. You must obtain and keep all mandatory DoD 8140 certifications.
  • Education: a BA or BS degree.
  • Preferred: experience in a DFAS or DoD financial management IT environment.
  • Preferred: experience with enterprise hybrid cloud environments, including Azure Government and FedRAMP-authorized services.
  • Preferred: ServiceNow platform administration and ITSM implementation experience.
  • Preferred: experience with an organization certified to CMMI-Dev Level III or ISO 9001, 20000-1, or 27001.
