Description

You will join the Bureau of Division Management and Systems Coordination (DMSC) at the New York City Department of Health and Mental Hygiene. The bureau runs administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice work for the Division of Disease Control, which works to identify, track, treat, control, and prevent infectious diseases across seven bureaus.

This City Research Scientist role (job code 21744) focuses on Workforce Analytics. You will report to the Senior Director of Operations Planning and carry out social science research and analysis with wide room for your own judgment and initiative.

The work is cross-functional. You will help DMSC build and maintain tracking systems that continuously check the quality of HR processes, training compliance, and professional development travel requests.

The health department was established in 1805 and is the oldest and largest in the U.S.

Responsibilities

  • Review HR processes and recommend changes that make cross-division workflows and cross-agency approvals simpler and faster as HR centralization moves forward.
  • Find ways to improve data management and reporting, and build decision-support tools that help the HR unit work efficiently.
  • Carry out qualitative and quantitative analysis to keep measuring HR performance and capacity.
  • Research division-wide HR topics such as salary parity and personnel action processing.
  • Help the HR unit review and approve PATS personnel actions submitted by bureaus, flagging submissions that need revision and following up with bureaus as needed.
  • Analyze division compliance with agency operational indicators, including mandatory training, performance evaluations, and tasks and standards.
  • Manage the OARS submission process by chasing bureaus for missing or corrected information, consolidating responses for the COO, and tracking pool approval requests so they arrive before scheduled pool dates.
  • Keep the Divisional Admin Bureau org charts current to support operations planning.
  • Assist the DMSC Office Manager with Travel Desk processes across divisions, guiding and supporting staff from other divisions.

Requirements

  • Assignment Level I: a master's degree from an accredited college or university in physical, biological, or environmental science, or in public health.
  • For Assignment Level II and above, you need one of the following:
  • A doctorate from an accredited college or university in physical, biological, environmental, or social science, plus one year of full-time experience in a responsible supervisory, administrative, or research role in that field.
  • A master's degree from an accredited college or university in physical, biological, environmental, or social science, plus three years of responsible full-time research experience in that field.
  • Education and/or experience equivalent to either option above. In every case you need at least a master's degree in an appropriate field and at least two years of the research experience described in the second option. Two years as a City Research Scientist Level I can replace the experience required in either option.
  • Preferred: proven experience recruiting, screening resumes, leading hiring panels, and making data-driven hiring recommendations.
  • Preferred: experience with HR systems such as PATS, OARS, and Workforce Analytics.
  • Preferred: strong organizational skills, with the ability to juggle multiple tasks and follow up on your own initiative.
  • Preferred: a proven record of high-quality customer service and quick, accurate responses to requests.
  • Preferred: strong verbal and written communication and interpersonal skills.
  • Preferred: advanced proficiency in Microsoft Office, especially Excel, Visio, and PowerPoint.

Conditions
