Description

The company delivers 1.1 billion gallons of high-quality drinking water, manages wastewater and stormwater, and works to reduce air, noise and hazardous materials pollution.

It is the largest combined municipal water and wastewater utility in the country and employs nearly 6,000 people.

Its water supply includes 19 reservoirs and 3 controlled lakes across a 2,000 square mile watershed that reaches 125 miles north and west of the city.

The city's network includes about 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100-million-gallon underground storage tank, and 7,000 miles each of sanitary sewers and water mains.

The Bureau of Water and Sewer Operations (BWSO) runs and protects the city's drinking water and sewer collection systems, protects nearby waterways, and develops the Capital Water and Sewer Design Program.

The bureau also approves and inspects water and sewer connections made by licensed plumbers or authorized contractors, and oversees approval and inspection of public and private construction that could affect city water or sewer systems.

The bureau is hiring an Engineer in Charge (EIC) to lead its emergency water and sewer repair work and a group of engineers.

Responsibilities

  • Lead the response to requests to fix failures in the city's water and sewer systems through emergency construction contracts.
  • Oversee procurement of those emergency contracts for repairing water mains and sewers across the five boroughs.
  • Oversee the replacement and relocation of city water and sewer facilities that are part of larger construction projects run by outside entities.
  • Coordinate with government and quasi-governmental agencies and private developers so private work lines up with work on city facilities.
  • Manage engineers who oversee the installation, modification and repair of sewers and water mains.
  • Represent the unit and agency in water and sewer construction contracts, including budget oversight.
  • Manage the flow of work orders for sewer and water main break repairs.
  • Manage the creation, updating, transmission and storage of all information generated under the contracts.
  • Monitor the work to make sure it finishes on time.

Requirements

  • Hold a valid New York State Professional Engineer license.
  • Have four years of full-time environmental engineering experience. A master's degree in environmental engineering from an accredited college counts as one year of that experience.
  • To be placed at Assignment Level II or III, have at least one year within the last three years as a major contributor or project leader on a complex project that required specific expertise in the disciplines needed to design or construct it.
  • Preferred: a bachelor's degree in engineering.
  • Preferred: 10 years of construction experience, ideally on infrastructure such as water mains and sewers, with 3 of those years spent supervising contracts and subordinates.
  • Preferred: a strong work ethic and willingness to speak up with contractors to make sure specifications are followed.

Conditions

Hiring depends on approval from OMB.

Candidates must hold permanent Civil Service status as an Environmental Engineer, or have filed for and passed Exam No. 6056 for that title, to be considered.

The company is an equal opportunity employer that values diversity and prohibits discrimination based on legally protected characteristics.
