Description

This is an engineering and regulatory compliance role covering emissions testing laboratories and locomotive field service work.

You will apply engineering and emissions compliance knowledge to read regulations, review lab and service practices, solve difficult compliance problems and strengthen processes and controls.

You will work alongside Engineering, Engine Performance, Laboratory Operations, Field Services, and Product Safety & Regulatory Compliance to keep testing, certification and service work compliant across several sites and jurisdictions.

The company makes equipment, systems, digital solutions and value-added services for freight and transit rail. It draws on more than 150 years of experience and has about 30,000 employees worldwide.

Responsibilities

  • Use engineering and regulatory knowledge to judge whether laboratory and locomotive field service activities meet applicable regulations and internal policies.
  • Act as the go-to technical compliance expert for emissions-related engineering, lab, testing, certification and field service work.
  • Read U.S. and international emissions rules, work out how they affect engineering and operations, and explain what applies to each stakeholder.
  • Take on complex compliance problems with limited direction, weigh the technical and regulatory information, and propose practical fixes or improvements.
  • Lead or coordinate emissions compliance work across labs and service operations, including facilities in Erie, Pennsylvania; Grove City, Pennsylvania; and Fort Worth, Texas.
  • Work with Engine Performance, Engineering Labs, Field Services and other functions so testing processes and technical records meet regulatory and internal requirements.
  • Organize audits of emissions testing sites, processes, records and related field service work, then document the results and track follow-up.
  • Keep emissions compliance records, procedures, controls and documentation up to date for regulatory and management needs.
  • Find the emissions obligations that apply to product development, regulatory testing and certification programs and build them into engineering work.
  • Support compliance investigations, corrective actions, regulatory inquiries and continuous-improvement work, including root cause analysis and suitable corrective measures.
  • Write and refine procedures, tools, guidance and training materials so emissions requirements are applied consistently, and share technical knowledge across the organization.
  • Track new emissions requirements and work with stakeholders on changes that affect testing, certification, service practices or operations.
  • You may be asked to take on duties outside your function or trade, with training provided where needed.

Requirements

  • Bachelor's degree in engineering, or equivalent education plus relevant technical experience.
  • 7+ years of engineering experience in emissions compliance, product compliance, testing, regulatory affairs, environmental compliance or a closely related technical field.
  • Solid grasp of technical regulations, and a track record of turning them into practical engineering and operational actions.
  • Experience using engineering judgment and structured problem-solving on complex technical or compliance issues with limited guidance.
  • Strong analytical skills for evaluating technical data, processes, documentation and compliance risk.
  • Clear written and verbal communication, including explaining technical and regulatory requirements to engineering and operations staff.
  • A record of coordinating technical projects that span several functions and sites.
  • Skill in drafting technical procedures, compliance paperwork, audit logs and training content.
  • Able to travel when needed for lab oversight, audits, testing programs and field service compliance work.
  • Preferred: experience with locomotive, marine engine, engine-testing or other mobile-source emissions applications.
  • Preferred: familiarity with U.S. EPA rules in 40 C.F.R. Parts 1033, 1042, 1065 and 1068, and with EU, IMO or other international product-based emissions regulations.
  • Preferred: knowledge of gaseous and particulate emissions measurement, power measurement, fuel mass-flow measurement, engine testing, certification testing, compliance auditing or quality management systems.
  • Preferred: familiarity with service practices in the North American railroad industry.
  • Preferred: familiarity with VBA macros and technical documentation systems.
