Description

This is a Database Application Developer and Report Designer opening, one position in the Computer Associate (Software) II title.

The team serves New Yorkers living with HIV or AIDS and builds an individual service plan around each client's medical situation and well-being.

The team works under a legal mandate, grounded in Local Law 49 and the Henrietta D. v. Giuliani federal court case, to deliver client services promptly.

Services include intensive case management, rental help, emergency and non-emergency housing, help applying for public benefits such as Medicaid, food stamps and cash assistance, vocational support, home care, mental health and substance use screening referrals, transportation help, community referrals, and SSI or SSD applications and appeals.

You will work under the general supervision of the Applications Development Manager, with considerable room for independent judgment on Information Technology problems, and you will develop, design, enhance and support program-specific software and data structures.

Responsibilities

  • Design and deploy reports in Microsoft SQL Server Reporting Services for case management, eligibility, finance, personnel, housing and contracts units, drawing on Oracle and MS SQL Server databases.
  • Lead the design, build and rollout of database applications, and maintain existing ones, using SQL Server 2016 or later with tables, views, stored procedures and SSIS packages.
  • Review and improve quality assurance, statistical and periodic reports, and build new reports from Oracle, the Electronic Data Warehouse (EDW), in-house SQL Server applications and flat files received by sftp.
  • Plan electronic forms with the Policy and Procedures unit and keep the design of all web-based E-Forms current.
  • Gather needs and feedback from operational staff, pass them to the programming and web development team, and recommend changes to the web application and database design.
  • Support users and program vendors on the company's web-based application: resolve issues, maintain the security module, add or remove users, codes and roles, and coordinate with company staff and HRA-ITS.
  • Build ad-hoc reports for management requests from Oracle, SQL Server 2016 databases and flat text files.
  • Run the Single Room Occupancy (SRO) billing process as the single point of contact: create contract exception reports, upload and download files to and from HRA FTP servers, and request updates to the central database application.

Requirements

  • Either a bachelor's degree from an accredited college, including or supplemented by 24 semester credits in computer science or a related field, plus one year of full-time software experience in systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe, mobile, or web development and design.
  • Or a four-year high school diploma or equivalent, plus five years of full-time software experience as described in the first option.
  • Or an equivalent combination of education and experience. Up to two years of the five-year requirement can be replaced by college education, with 60 semester credits from an accredited college counting as one year. 24 semester credits in computer science or a related field from an accredited college or graduate school, or a certificate of at least 625 hours in computer programming from an accredited post-high school technical school, can replace one year. In every case you need at least a four-year high school diploma or equivalent and at least one year of full-time experience as described in the first option.

Conditions

Applicants must be permanent in the Computer Associate (Software) civil service title.

Hours are 9:00 a.m. to 5:00 p.m.
