Requirements

• You have shown you can connect commercial cloud platforms to agency finance, cost accounting, reporting, or business intelligence systems.
• You have hands-on experience building, deploying, securing, and running OCI solutions.
• You have put FinOps practices into place, including cost allocation, chargeback and showback, budgeting, forecasting, optimization, and consumption reporting.
• You have configured OCI compartments, tags and cost-tracking tags, budgets, usage reports, cost analysis, and billing exports yourself.
• You have designed cost-data feeds into enterprise reporting, financial management, data warehouse, or business intelligence platforms.
• You can define and maintain cost-allocation models that map OCI usage to organizations, programs, projects, applications, environments, contracts, and custom reporting dimensions.
• You have transformed, validated, and reconciled cloud billing and usage data, and built automated reports, dashboards, alerts, forecasts, and anomaly detection.
• You understand rightsizing, scheduling, autoscaling, storage lifecycle management, license optimization, discount use, idle-resource identification, and cost governance.
• You know least-privilege access, OCI audit logging, secure sharing of financial data, and the RMF, ICD 503, and NGA A&A processes.
• You communicate well and manage stakeholders across finance, procurement, programs, cloud, cybersecurity, applications, Oracle, and government teams.
• You bring 8+ years of relevant experience.
• Desired: an Associate or Professional OCI certification in Architect, Security, Data Management, or Cloud Operations.
• Desired: FinOps Foundation Certified Practitioner or an equivalent cloud financial management certification.
• Desired: experience with Oracle Analytics, Oracle Fusion Analytics, Power BI, Tableau, or another approved reporting platform.
• Desired: experience linking cloud cost data to financial, procurement, contract management, or budgeting systems.
• Desired: experience using OCI usage and cost report APIs, SQL, data pipelines, or Python to automate reporting.
• Desired: experience supporting financial data governance, audit readiness, reconciliation, internal controls, and remediation tracking in a regulated environment.
