(775) Program Manager

Description

The company is an IT consulting firm that delivers technology solutions, with consultants working alongside customer teams.

This role runs the Strategic and Foundational Operations (S&F) support contract for DC3, covering management, administration, leadership and quality control across all task areas and subcontractors.

You keep the work within the PWS and performance thresholds, hit delivery dates, and stay clear of inherently governmental functions.

You speak for the program with the Government and support ER, XE, Security, HR and JA outcomes. You are expected to spot contract and resource risks early.

Responsibilities

• Lead and oversee daily delivery of all PWS tasks (Tasks 1, 27), so work is planned, assigned, carried out and reviewed against Government priorities and the approved PMP.
• Run the program's meeting cadence, including kickoff, monthly technical status reviews, internal production meetings and action item reviews, and hold people to their commitments.
• Write and maintain the PMP: management approach, task SOPs, milestones, communication rules, risk approach and org chart, updated when conditions change.
• Build and keep an integrated Risk Management Plan inside the PMP covering identification, impact, mitigation, tracking, escalation timing and recovery.
• Put program-wide quality control in place so deliverables are accurate, consistent, audit-ready, correctly formatted and on time.
• Make sure the contract meets security, identification and handling rules for records, CUI and Privacy Act data, plus other applicable requirements.
• Keep staffing stable and key personnel compliant, coordinating notice and approval for substitutions and managing vacancies.
• Act as main contact with the COR and CO, in step with corporate contracts, reporting status, risks and needed Government actions clearly.
• File Problem Notification Reports (PNRs) when technical, personnel or management problems could affect performance.
• Manage, mentor and supervise contractor team leads and functional leads, and oversee staffing plans, onboarding, training and clearance processing so support never lapses.
• Ensure subcontractor work and performance meet program standards and deliverable dates.

Requirements

• Project Management Professional (PMP) certification.
• Within the last 10 years, you have successfully managed projects or programs of similar size and complexity.
• Within the last 5 years, you have determined and managed manpower requirements for comparable scope across varied labor categories.
• Within the last 5 years, you have monitored finances and performance in depth using key performance metrics.
• Desired: experience running FFP service contracts with multiple directorate stakeholders and heavy security compliance demands.
• Desired: experience building PMP and RMP structures, setting up repeatable SOPs and running deliverable production with templates, peer review and version control.
• Desired: familiarity with DC3-like environments such as forensics, cybersecurity and security operations, and with cross-functional governance.
