Description

Job category: Information technology. Full-time regular long-term assignment with a minimum Secret clearance to start.

The role supports the Knowledge Management team at U.S. European Command (EUCOM) with user-focused solutions that make work more efficient, improve decisions, share information better and simplify business processes.

You will combine technical skill, customer engagement and design thinking to build and run enterprise KM tools and practices across several classification levels.

The work calls for a grasp of how users think in interviews, and the ability to gather and organise user insights through qualitative research and structured interviewing.

Responsibilities

  • Work with a team and USEUCOM staff to gather requirements, define use cases and turn operational needs into solutions.
  • Map processes, collect data and analyse operations to find inefficiencies and recommend improvements.
  • Apply Lean, Agile and design thinking to standardise KM practices across directorates and raise efficiency across the staff.
  • Build and deliver training, workshops and user guides that encourage adoption of KM tools.
  • Act as a trusted adviser to senior leaders and action officers, encouraging a culture of knowledge sharing.
  • Design, implement and improve KM platforms and digital workflows that support EUCOM mission needs.
  • Develop and customise SharePoint Online sites, lists, forms, permissions and features, and manage daily operations as Site Collection Administrator.
  • Build and sustain Power Platform applications, automated workflows and Power BI dashboards that capture knowledge and support data-driven decisions.
  • Integrate KM solutions with enterprise IT services while meeting DoD data governance and cybersecurity standards.
  • Maintain system documentation, process roadmaps and lifecycle sustainment plans.

Requirements

  • Active SECRET clearance, with the ability to obtain and maintain TS/SCI.
  • Ability to obtain a TESA visa for Germany.
  • A BA/BS plus 5 years, an AA/AS plus 7 years, a major certification plus 9 years, or 11 years of specialised KM or IT experience.
  • Experience building custom Microsoft Power Apps and model-driven applications.
  • 5+ years in business process analysis or engineering, including process mapping and improvement.
  • 5+ years administering SharePoint (2016, 2019 or Online), covering site collections, page design, permissions and troubleshooting.
  • Proficiency in Microsoft Office, Visio, Power BI and workflow tools such as Power Automate and SharePoint Designer.
  • Experience with KM or process reengineering in a military headquarters or joint command environment.
  • Strong communication skills, including briefing senior leaders and working well in a collaborative, quick-moving setting.
  • Demonstrated qualitative user research skills: running structured interviews, writing interview guides and uncovering user motivations and behaviours using established UX research frameworks.
  • DoD 8570.1 IAT Level II certification.
  • Desired: PMP, Lean Six Sigma or business analysis certification.
  • Desired: experience in Agile development environments, including ServiceNow, Confluence, JIRA or similar KM platforms.
  • Desired: knowledge of Joint Operational Planning and staff processes.
  • Desired: familiarity with user research best practice from recognised sources such as Steve Portigal's Interviewing Users, and experience turning findings into insights and KM systems that guide product decisions.
