Description

The NYC Department of Consumer and Worker Protection licenses nearly 45,000 businesses across more than 40 industries and enforces consumer protection and workplace laws that cover many more.

The Research and Analytics Division is the agency's in-house data team and one of the first municipal offices of its kind in the country.

Its data scientists, technologists, engineers, product managers and PhD economists work directly with attorneys and investigators to speed up cases and win relief for consumers and workers.

The team helped pioneer the Minimum Pay Rate for delivery workers, which has brought in over $2 billion in additional pay. The division plans to grow to 36 staff by FY28 and is hiring now.

This role sits in the Operations Analytics unit, which supplies timely, accurate operations data to stakeholders for public reporting, transparency, and decisions on policy, practices and procedures.

The unit also coordinates quality improvement work, builds performance management systems and tools, and proposes new analyses to improve agency results.

Responsibilities

  • Report to the Manager of Data Analytics and Reporting and lead analytic, policy and planning work aimed at agency-wide goals.
  • Take the lead on producing the Mayor's Management Report, keeping reports on time and indicators relevant, and building and maintaining new mayoral indicators.
  • Take the lead on writing and rolling out the agency's data governance policy.
  • Work with subject matter experts and the Division of Technology and Strategic Solutions so agency IT systems use sound data structures that support downstream reporting.
  • Run routine data and statistical analysis with wide independent judgment to deepen understanding of agency operations and advance consumer and worker protection and financial empowerment.
  • Use internal and web-based GIS tools and other geospatial data to measure how well outreach and enforcement work across different geographic areas and demographic groups.
  • Provide research support for special initiatives and projects.
  • Work with External Affairs and Communications to supply agency data to the press, elected officials and other interested parties.
  • Advise on data sharing projects between DCWP and other government and non-government bodies.
  • Write your own SQL to analyze and summarize large datasets pulled directly from DCWP's reporting databases, supporting the reporting team as needed.
  • Help design, build and launch public-facing web tools that make the agency more transparent.

Requirements

  • For Assignment Level I, which covers only physical, biological and environmental sciences and public health: a master's degree from an accredited college or university in a relevant field of physical, biological or environmental science, or in public health.
  • For Assignment Level II and above, you need one of the following: a doctorate from an accredited college or university in a relevant field of physical, biological, environmental or social science, plus one year of full-time responsible supervisory, administrative or research experience in that field.
  • Or a master's degree from an accredited college or university in a relevant field of physical, biological, environmental or social science, plus three years of responsible full-time research experience in that field.
  • Or education and/or experience equivalent to either option above. In that case you must hold at least a master's degree in a relevant field and have at least two years of the experience described in the second option. Two years as a City Research Scientist Level I can replace the experience required in both options.
  • A strong background in assessing data quality.
  • A track record of applying suitable analytical methods to complex organizational and operational problems.
  • An entrepreneurial, creative approach to designing and building new solutions.
