Description

The company is a global technology and professional services firm that supplies technology and mission services to major U.S. government agencies, defense, and the intelligence community.

Its 26,000 staff work in more than 50 countries and offer mission-ready work in AI, cloud, cyber, and software development.

This is a new contract with the Food and Drug Administration (FDA). The role centers on Panorama, CDER's central work management platform, which connects to applications such as DARRTS and Microsoft Outlook, so deep functional knowledge of it is needed.

This hybrid techno-functional role links business and technical teams. You will help define requirements, guide product development, and make sure data-driven solutions support business goals.

The team wants strong leadership, techno-functional experience, requirements analysis skills, and UI/UX knowledge. Working with data and analytics teams to produce actionable insights is critical, and recent FDA experience is required.

Responsibilities

  • Act as the subject matter expert on Panorama across CDER, advising people on how to use it and how it connects to other systems.
  • Map specific Panorama work processes into the OneNexus application and other downstream systems, improving processes and keeping workflows connected.
  • Build Panorama training materials and run hands-on sessions for GDIT and FDA FTE staff at every level, covering how to organize files, communicate with colleagues, and track work in the platform.
  • Manage the product backlog and set priorities that match stakeholder needs and business goals.
  • Act as the link between business, data, and technical teams, keeping everyone aligned and communicating well through the project lifecycle.
  • Gather detailed business and technical requirements with stakeholders, then document them clearly for development teams.
  • Analyze and interpret data to check business requirements and support decisions. Work with analytics teams to define and deliver data-rich solutions.
  • Write detailed user stories, process flows, and acceptance criteria that support sprint planning and delivery, turning requirements into concrete technical work.
  • Produce wireframes, process flows, and design mockups that tie functional needs to user experience goals. Work with design teams to make sure builds follow best practices.
  • Lead functional testing, user acceptance testing (UAT), and data validation to confirm requirements were implemented properly.
  • Use JIRA, Confluence, and other project management or analytics tools to manage requirements, track progress, and support collaboration.
  • Suggest process improvements that speed up delivery, raise efficiency, and help the work scale.

Requirements

  • Working knowledge of Agile methodology, business process improvement, product ownership, and requirements analysis.
  • A bachelor's degree and 10+ years of business analysis experience in the IT industry.
  • 10+ years of related experience.
  • 6+ years supporting federal government agencies or projects.
  • Working knowledge of CDER-Panorama is required.
  • Hands-on experience with data requirements, including working with analytics teams on data models, reporting structures, and dashboards.
  • Proficiency with UI/UX design tools to build wireframes, mockups, and process flows.
  • Solid understanding of Agile and Scrum, including backlog management and leading sprint planning.
  • Experience with the Atlassian suite (JIRA, Confluence) and familiarity with Tableau, Power BI, or SQL.
  • Recent FDA-related experience in a similar or related role is required.
  • Ability to obtain and maintain Public Trust, with U.S. residency for 3 of the last 5 years.
  • Desired: a professional Agile certification such as Certified ScrumMaster or PMI-ACP.
  • Desired: experience with commercial off-the-shelf (COTS) products such as Appian, Salesforce, or Pega.
  • Desired: experience integrating applications with enterprise data solutions or low-code platforms such as Appian.
  • Desired: expertise in data governance, analytics, and visualization tools that produce and validate actionable insights.
  • Desired: strong leadership skills to drive requirement delivery and support cross-functional teams.
  • Desired: an analytical thinker who uses data to validate requirements and inform business decisions.
  • Desired: excellent communication skills for explaining complex technical requirements to business and technical teams.
  • Desired: self-motivated and organized, able to juggle competing demands in a fast-paced setting.

Conditions

Regular position, based in Gaithersburg, Maryland, USA, with 40 scheduled hours per week.

Hybrid setup: three days a week on-site at the GDIT office in Gaithersburg, MD or the FDA office in Silver Spring, MD.

Travel of 50-75% is required.

No security clearance is needed to start, but the role requires MBI (T2) Public Trust.

U.S. citizenship is not required.

The likely salary range is $142,792 to $189,750. This is not a guarantee. Pay depends on experience and geographic location, may reflect contractual requirements, and could fall outside this range.
