Description

The company is a global smart mobility business. It installs over 4,000 red-light, speed and school bus stop arm safety cameras across North America for police departments and municipalities, manages tolling and violations for the world's largest commercial fleets and rental car companies covering more than 8.5 million vehicles, and runs connected systems that process nearly 165 million transactions a year for more than 50 tolling authorities.

This role combines business requirements management with technical documentation for complex, high-priority technology programs serving state and local government clients. You work alongside the Project Leader, who may be titled Project Manager or Program Manager, to gather, check, manage and document client business rules, workflows, and business and technical requirements that affect compliance, system setup and delivery.

Responsibilities

  • Run the business requirements (BRQ) process: collect input from internal and external stakeholders, check what they submit, and make sure client-specific business and technical requirements are captured and recorded on schedule.
  • Learn each client's goals, operational workflows, business rules and implementation needs so the solution fits what they expect.
  • Support the Project Leader in hitting implementation milestones and deliverables. Spot risks, dependencies and blockers early, tell the right people, and help resolve them promptly.
  • Work with Engineering, Software Development, Legal and other stakeholders to write, review, finalize and deliver program documents such as citations, notices, certifications and affidavits.
  • Maintain version control, revision histories and audit trails for each client program. Track, review, approve and keep current every change to notices, certifications, affidavits and other program documents.
  • Check that documents and configuration match state and local law, business rules, internal policy and system capabilities. Flag discrepancies or compliance concerns and arrange review and resolution.
  • Look for ways to improve requirements gathering, document management, workflow and implementation practices so delivery stays scalable, repeatable and high quality.

Requirements

  • At least 5 years in a client-facing role in business requirements management, business analysis, client configuration, implementation coordination or a similar role supporting technology implementations.
  • Proven experience working with Engineering, Software Development, Product or other technical teams to turn business requirements into system configurations, technical specifications or implementation deliverables.
  • A careful eye for detail: you catch discrepancies, verify complex information, keep accurate records and produce consistently high-quality work.
  • Ability to absorb, recall and apply complex business rules, processes and program requirements across several client engagements at once.
  • Takes ownership: you understand your assignments, see them through to completion and suggest improvements without being asked.
  • Self-driven learner who handles unfamiliar situations well, picks up new systems and processes, researches answers, resolves discrepancies and balances competing priorities.
  • Clear written and spoken communication, able to explain technical, operational, regulatory and business topics simply to any audience.
  • Experience reviewing contracts such as Statements of Work (SOWs) and Professional Services Agreements (PSAs) to understand scope, deliverables, responsibilities and contract terms.
  • Experience writing, maintaining and standardizing process flows, workflows, business rules and procedures.
  • Familiarity with project and issue-tracking tools such as Azure DevOps, ServiceNow and Jira.
  • Able to manage several client requirements, document deliverables and implementation priorities while staying accurate and meeting deadlines.
  • Works in line with the company's values: integrity, kindness toward colleagues and customers, accountability, collaboration, and courage to raise hard issues early.

Conditions

Works in partnership with the Project Leader and cross-functional teams, including Engineering, Legal, Sales, Product and Operations.

Serves state and local government clients on high-priority technology programs.

Turns client needs and applicable regulations into implementation deliverables that fit client expectations, business goals, software capabilities and state and local legislation.
