Description

The Performance Tracking and Analytics Department sits within the Performance Management & Analytics unit at the agency. The team supports departments across the organisation with quantitative analysis, qualitative research, reporting, policy impact forecasting, geospatial analytics, compliance reporting and research partnerships.

The agency is the largest public housing authority in North America and houses roughly 1 in 16 New Yorkers at affordable rents. The analytics unit is the main reporting group for the agency, handles reporting obligations to HUD and New York City, and works to make data central to decisions at every level.

You will work on varied projects across departments, using a range of tools and datasets.

The role reports to the Chief of Reporting and Analytics. You will work with considerable independence and initiative to review databases and systems, run analyses and build visualisations that help departments with data, research and reporting needs.

Responsibilities

  • Review existing databases and processes with department units, and improve reporting and integration across platforms such as Microsoft Power BI, SAS, ArcGIS and the data warehouse.
  • Work with IT teams to learn what applications can do, help set up environments, define how user feedback is gathered and resolve defects.
  • Answer internal and external ad hoc data requests covering administrative data such as work orders, rent collection and occupancy or vacancy.
  • Help prepare large administrative datasets for mandated reports to HUD and for the agency's submissions to the Mayor's Management Report and Consolidated Plan.
  • Apply statistical methods and visualisation tools to run operations research on administrative data, including work orders, rent collection, move-ins, move-outs and transfers, to assess how the agency operates.
  • Design studies, run analyses and present findings drawn from several systems to give a fuller picture of conditions at agency developments.
  • Support special projects such as trend analysis of public housing and Section 8 demographics and survey research.

Requirements

  • A bachelor's degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital or graphic design, data visualisation, communication or a related field, plus four years of full-time experience in the areas the role requires, with a specialisation in a relevant technology, process, methodology or domain.
  • An associate degree from an accredited college in one of the fields listed above, plus six years of full-time experience in the areas the role requires, with a specialisation in a relevant technology, process, methodology or domain.
  • A bachelor's degree from an accredited college, plus eight years of full-time experience in the areas the role requires, with a specialisation in a relevant technology, process, methodology or domain.
  • Education and or experience equivalent to any of the above.

Conditions

Current agency employees applying for a transfer, promotion, title change or level change must have spent at least one year in their current location, title and level, where that applies.

Agency residents are encouraged to apply.
