Description

The Office of Data Strategy sits within the parent technology office and works with city agencies to make decisions based on data and to deliver services more fairly and efficiently.

The group runs data analytics for agency operations, makes Open Data easier to reach, and builds the infrastructure for secure data sharing between agencies.

It also works on automating data integration, improving data quality, and upgrading the city's data sharing platforms and user experience.

This Technical Lead role oversees the reliability, security, scalability, and automation of the analytics and enterprise platforms. You will lead a group of system administrators and technical specialists while also doing hands-on work in cloud infrastructure, systems architecture, DevOps, automation, and application delivery.

Responsibilities

  • Guide system administrators and technical staff through mentoring and technical direction.
  • Manage the daily operation, reliability, security, and performance of infrastructure and platform services.
  • Design, build, and support cloud and on-premises infrastructure solutions.
  • Advance DevOps practice across Infrastructure as Code (IaC), CI/CD, automation, observability, and security.
  • Work with application development teams to make deployments smoother, platforms more reliable, and developers more productive.
  • Be the main technical escalation point for complex infrastructure and application problems.
  • Set standards for monitoring, disaster recovery, resiliency, capacity planning, and performance tuning.
  • Lead incident response, root cause analysis, and ongoing service improvement.
  • Act as the Senior Director's delegate for technical and operational matters, including coordinating the team, as needed.

Requirements

  • A master's degree in computer science from an accredited college or university, plus 3 years of progressively more responsible, full-time, satisfactory IT experience in areas such as application development, systems development, data communications and networking, database administration, data processing, or user services. At least 18 months of that must have been in an administrative, managerial, or executive capacity in those areas, or in supervising staff who perform them.
  • Or a bachelor's degree from an accredited college or university, plus 4 years of the same kind of experience described above.
  • Or a four-year high school diploma or equivalent, plus 6 years of the same kind of experience described above.
  • Or a satisfactory combination of education and experience equivalent to any of the above. In every case you need at least a four-year high school diploma or equivalent and at least 3 years of the experience described above, including the 18 months of administrative, managerial, executive, or supervisory experience.
  • Without a bachelor's degree, undergraduate credits can replace up to 2 years of IT experience at 30 semester credits per 6 months. Graduate computer science credits can replace up to 1 year of IT experience at 30 graduate semester credits per year. Undergraduate or graduate credits cannot replace the 18 months of administrative, managerial, executive, or supervisory experience.
