The Licensing Engineer supports the development and execution of licensing activities for Standard Nuclear's fuel fabrication programs, with a primary focus on 10 CFR Part 70 licensing of special nuclear material and fuel cycle facilities.
This is a technically focused role responsible for developing licensing documentation, supporting Integrated Safety Analysis activities, evaluating regulatory impacts of facility and process changes, and helping ensure engineering and operational decisions remain aligned with the licensing basis.
The Licensing Engineer will work closely with engineering, operations, criticality safety, radiological controls, EH&S, quality, Nuclear Material Control and Accountability, and project teams to translate technical designs and processes into clear, defensible regulatory documentation.
Responsibilities
Part 70 Licensing & Regulatory Support
Support licensing activities under 10 CFR Part 70 for fuel fabrication facilities and special nuclear material operations
Develop and support license applications, amendments, regulatory submittals, responses to NRC requests for additional information, and related licensing correspondence
Interpret regulatory requirements and provide licensing guidance to engineering, operations, and project teams
Perform regulatory reviews and gap assessments to identify licensing requirements, commitments, and potential impacts to project execution
Support development and maintenance of licensing strategies, regulatory commitments, and licensing-basis documentation
Integrated Safety Analysis & Safety Basis Support
Support development and maintenance of Integrated Safety Analyses (ISA) and ISA Summary documentation
Assist with hazard identification, accident sequence evaluation, consequence assessment, and identification of Items Relied on for Safety (IROFS)
Support evaluation of engineered and administrative controls used to meet applicable Part 70 performance requirements
Coordinate with technical disciplines to ensure safety controls, assumptions, and management measures are accurately reflected in licensing documentation
Support updates to safety analyses as processes, equipment, facility configurations, or operating conditions change
Engineering & Facility Change Integration
Review engineering designs, process descriptions, equipment changes, procedures, and operating concepts for licensing impact
Support regulatory evaluations of facility and process changes, including determination of required licensing actions prior to implementation
Work with engineering teams to ensure regulatory requirements and licensing commitments are incorporated into design, fabrication, testing, and commissioning activities
Participate in design reviews, readiness reviews, hazard reviews, and project planning activities as the licensing representative
Help identify and resolve regulatory issues that could affect project scope, schedule, or facility readiness
Support licensing activities related to 10 CFR Part Part 71 (Packaging and Transportation of Radioactive Material)
Author and review technical and regulatory documents, including process descriptions, safety analyses, regulatory evaluations, licensing submittals, and supporting technical reports
Ensure documentation is technically accurate, traceable, internally consistent, and suitable for regulatory review
Coordinate technical inputs from engineering, operations, safety, quality, and other subject matter experts
Track licensing deliverables, open regulatory issues, commitments, and required actions across active projects
Support continuous improvement of licensing processes, templates, documentation practices, and regulatory readiness
PREFERRED QUALIFICATIONS
Bachelor's degree in Nuclear Engineering, Chemical Engineering, Mechanical Engineering, Materials Science, or a related technical field
8+ years of experience in nuclear licensing, safety analysis, fuel cycle operations, or another regulated technical environment
4+ years of experience with 10 CFR Part 70 licensing of fuel cycle facilities
Knowledge of nuclear materials transport regulations under DOT (49 CFR) and NRC (10 CFR part 71)
Experience with DOE nuclear safety basis work, including DSA development or DOE-STD-3009,
Strong technical writing skills and experience developing clear, defensible engineering or regulatory documentation
Ability to understand process systems, engineering designs, hazards, and technical analyses and translate them into regulatory requirements and documentation
Strong analytical, organizational, and cross-functional communication skills

WORK ENVIRONMENT
This role is based in Oak Ridge, TN and involves regular work across office, manufacturing, laboratory, and controlled environments.
The position requires development of detailed technical documentation, coordination across multiple disciplines, and support of licensing activities in a regulated nuclear fuel fabrication environment. Interaction with manufacturing and laboratory areas may be required to understand processes, equipment, and facility changes. Use of required PPE and adherence to site safety, quality, radiological, security, and operational procedures is expected.
